REGION 4 MINUTES
SEPTEMBER 11, 2012
MOSES LAKE, WA
Director Earl Nettnin (Desert Rats) called the meeting to order at 7:35 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed. Earl asked that we remember the events of 9-11 as it was 11 years ago today.
No guests were present.
MINUTES: A motion was made by Dave McMains (Hurtin’ Units & Sand Commandos) seconded by Char Massey (Hurtin’ Units & Sand Commandos) that we accept the Region 4 minutes from August 14, 2012 as printed; motion passed.
TREASURER’S REPORT: was given by Sande Nettnin (Desert Rats). All bills have been paid at this time; however, we will have bills from Pick Up A Mountain.
COMP: Nominations were opened again for Region 4 COMP Chairmen – Kevin and Terri Mohan (Nitty Gritty) was nominated. No further nominations were heard so nominations closed. Dave McMains (Hurtin’ Units & Sand Commandos) made a motion seconded by Gary Harting (Desert Rats) to cast a white ballot for Kevin and Terri Mohan as Region 4 COMP Chairmen for 2013; motion passed. At Fall Delegates Dave Taylor (Outdoor 4X4’s) was elected as PNW4WDA’s COMP Chairman for 2013. The Future 4-Wheelers of the PNW4WDA are going to host Summer Convention 2013.
MEMBERSHIP: Nothing new, however, the PNW4WDA has a new Membership Chairman. Kristin Smith (Flat Broke & 4-Wheeling, Sand Fleas, & Mud-A-Rama) out of Region 3 will be taking over. If you didn’t get a membership card for 2012 you will not be getting one. The program has really been a nightmare. A training will be held in the future for all club administrators and Board members so hopefully we can make the new system work for us. We will be notified when the training will be held. Our understanding is that it will be an on line/or phone meeting to teach everyone how to use the program.
CLUB POWER/WE DID IT: Chairman Gary Harting (Desert Rats) announced he has new forms. He thinks they will be much better. The new forms are not on line yet so if you need forms contact Gary. Gary handed out awards that he had received from Kathy Greenwood the PNW’s Club Power/We Did It Chairman for events that were held a couple of years ago.
TRAIL JAMBOREE: Region 4 received a nice letter of appreciation from Michelle King (NEPA planner for the Okanogan-Wenatchee National Forest) along with pictures she had taken when she came and spent the day with us at the Jamboree. Michelle said she looks forward to doing it again.
JUNIOR JEEPERS: Advisor Gloria Joralemon (Shindig Wheelers) was not present. Some activities are planned for Pick Up A Mountain.
PR – We have Tri-Folds, Who and What We Are, Tri-Powers and the 50th Anniversary for a PR booth at Pick Up A Mountain.
Director Earl Nettnin (Desert Rats) handed out a copy of his report from Fall Delegates.
Juniper Dunes – Doug Conner (Roamin’ Chariots) said he thought Earl had summed it up very well. Juniper has hit another snag and the County thinks they have options, but we don’t know what they are just yet. However, the road into Juniper is open.
Fire – we have lots of fires burning in Washington State. Dale and Diane Neuman (High Country Cruisers) in Wenatchee are in danger and have been issued a class 3 evacuation notice. They live in #2 Canyon. Several of their vehicles have been moved to safety.
Earl reminded everyone to be sure and turn in their volunteer hours.
Travel Management Plan is supposed to come out this fall. The Forest Revision Plan is supposed to be done in the spring; when that happens it will be open for public comment so we will need to make comments. We know that comments work because on the Wallowa-Whitman Travel Management Plan after comments had been made a decision was made to withdraw the travel management decision also the ranger was removed and they are starting over. The new Ranger is Kevin Martin.
Eastern Washington Resource Management Plan for BLM is still pending. A draft was supposed to be out this summer. We need to watch for this so we can make comments.
2013 Flood Repair Projects – the 1900 Road should be closed now, they are replacing a culvert at Pile Up Creek. The 1808 Road that goes into Copper City, Deep Creek and up to the Horse Camp; the contract has gone back to bid therefore construction will not happen before 2013. The 1913 that’s the bridge we cross at the end of the Rabbit Holes on the Naches Trail – construction will be completed this fall and as soon as they get a contractor the work will occur; this is an emergency type repair and they don’t need any analysis for it. The 1601 Road behind the old Nile mill site will be repaired this fall, a contract has been awarded. The new bridge on the 1800 Road is open and seems to be very well built. The 3100 Road is now open to Riders Camp, Manastash Camp as well as Manastash Lake Trail Head; and is closed at Buck Meadows. Road work and repair will be ongoing for many weeks to come.
Wenas – no word except the fires are out.
The Forest Planning Rule – after congress gets through with it we’ll probably be out once again. The planning rule is supposed to provide for multiple uses, including outdoor recreation, range, timber, watershed, wildlife and fish. It also would be required to provide opportunities for sustainable recreation, and to take into account opportunities to connect people with nature, as well as access for motorized.
WOHVA meeting is September 14-16 at 7-Mile ORV Park in Spokane.
Liberty update – A fire ring was supposed to be put in around the town, but so far it hasn’t happened. Discussion followed on where the fires were; perhaps the recent fires in the area will spur things along.
Glass Angel Restoration is underway some roads are closed. If you plan to go into that area check at the Ranger Station to see which roads are open.
The Nelli Restoration is going through an (EA) Environmental Analysis. Originally they were proposing closing 41 miles of roads, at the last count it was reduced to 26 miles of roads.
CAMPFIRE AND WOODCUTTING RESTRICTIONS GO INTO EFFECT ON NACHES AND CLE ELUM RANGER DISTRICTS. No chainsaws, but you can use a hand saw all you want.
Earl asked if anyone had attended the Copper City Mill and Granite Lake Prospect Cleanup Public Meeting on September 8th – no one present attended it.
The next TWIG meeting will be October 2nd at the Naches Ranger Station, enter at the back door.
RTP (Recreation Trails Program) money is available again. Governors had until September 1st to opt out of participating in the program; Florida and Kansas were the only states that opted out. We had a copy of a thank you letter written to our governor thanking her for not opting out. Jim Putman (The Hombres) our WA State Executive Director for the PNW4WDA was one of them who signed the letter.
WSTC (Washington State Trails Conference) is October 25-28 in Vancouver, WA, if you are interested in going Earl has information for registration.
PUAM (Pick Up A Mountain) is this weekend. Chairman Pam Remley (Shindig Wheelers) was not present; she has ordered a few extra t-shirts. She said we are also going to serve pull pork sandwiches at the pot luck Saturday night.
Nominations were opened again for “Most Inspirational Person” in Region 4 for 2012. So far Pam Remley (Shindig Wheelers) and Sande Nettnin (Desert Rats) have been nominated. Sid and Kelda Hagemeier (Shindig Wheelers) were also nominated. Dave McMains (Hurtin’ Units & Sand Commandos) made a motion seconded by Char Massey (Hurtin’ Units & Sand Commandos) to close the nominations; motion passed. Voting took place and the winner will be announced at Pick Up A Mountain. Doug Conner (Roamin’ Chariots) made a motion seconded by Randy Hayes (Sand Commandos) to destroy the ballots; motion passed.
More highlights from Fall Delegates – the current slate of officers were nominated again for 2013. Voting will take place at Winter Convention. New forms for Club Power/We Did It were handed out.
The Future 4-Wheelers of the PNW4WDA are going to host Summer Convention 2013.
A discussion followed on side by sides. Ed Massey (Hurtin’ Units & Sand Commandos) said he thought we were missing to boat by not going after owners of side by sides and bringing them into the PNW4WDA. Dave McMains (Hurtin’ Units & Sand Commandos) said going into the Legislature in January is a bill to make it legal to drive those on state roads that are posted speeds under 35 mph.
There is an opening on the Columbia County RAC in Dayton, WA. If you are interested contact Region Director Earl Nettnin (Desert Rats) and he will get you an application.
The NEPA 101 and Comment Writing Workshop were postponed until further notice because of the fires. This class will be presented by Michelle King the NEPA planner for Okanogan-Wenatchee National Forest. We will let everyone know when it’s rescheduled. Meetings will be in the evening.
Copper City - A work party is being planned for Copper City next month. Angie Niebuhr (Forest Service) is in charge of scheduling it and we hope to know soon when it will be. Angie said work should consist of putting the 2 bridges we have stringers for together and maybe some tree hauling for the last 3 bridges. The Copper City trail was adopted by The Hombres a club in Region 2; Jim Putman (WA ST Executive Director for the PNW & The Hombres) is the contact person.
Peter Goldmark our WA ST Land Commissioner is asking for nominations for a DNR Volunteer Hero Award. Nominations deadline is September 28th. Mr. Goldmark said every volunteer deserves to be celebrated, so DNR will be featuring many of the nominees in their blog, newsletters and website. The form can be found on the DNR’s web site.
There is an opening on the Okanogan-Wenatchee National Forest’s Eastern Washington Cascades Provincial Advisory Committee; applications have been extended until September 24, 2012. Dale Neuman (High Country Cruisers) is on this committee. Applicants must be willing to attend meetings that are typically one-day sessions held in Wenatchee every two to three months. Members serve without pay, but mileage expenses are reimbursed. Applications must be sent to Becki Heath, Designated Federal Official, 215 Melody Lane, Wenatchee, WA 98801 or faxed to her attention at 509-664-9286. Questions about the process may be directed to Roland Giller 509-664-9314 or Robin DeMario 509-664-9292. All meetings are open to the public.
Desert Rats – launched Sprint Boats at St. Johns with the North Idaho Trail Blazers August 25th. Our delegates attended the Fall Delegates meeting. We will be helping with Pick Up A Mountain on September 14-16 and helping the Dust Dodgers with their Grand Prix race in Rim Rock Lake October 7th.
Sand Commandos – two families are going to Pick Up A Mountain. Their club meets tomorrow night and they have a new member to vote in. No Haunted House this year, they lost their building.
Roamin’ Chariots – have been going camping with the Jeepin’ Nomads and have several more camping trips planned. One family will attend Pick Up A Mountain.
Hurtin’ Units – Labor Day Weekend some went to the ocean, some went to Rim Rock, some went to Liberty and some stayed home; and a good time was had by all.
GOOD OF THE ORDER
Dave & Frogg McMains (Hurtin’ Units & Sand Commandos) have a new granddaughter, her name is Cambria Jean. Their son Kevin is stationed at Ft. Jackson South Carolina for basic training.
Char Massey (Hurtin’ Units & Sand Commandos) broke her arm and she will be having knee surgery next month. Also she and Ed bought a new to them 27 foot 5th wheel trailer and are fixing their broken truck. They also bought a Polaris Ranger side by side. The trailer is a toy hauler, but it won’t haul a Toyota.
