REGION 4 MINUTES
JANUARY 8, 2013
MOSES LAKE, WA

Director Earl Nettnin (Desert Rats) called the meeting to order at 7:35 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed. Earl asked everyone to remember Frank Remley (Shindig Wheelers) who is having some health issues and Kevin McCarty (Ridgerunners) passed away Christmas Eve. A celebration of life for Kevin will be January 26, 2013 at the Ephrata Legion in Ephrata, WA at 2 PM.

No guests were present.

MINUTES: Ed Massey (Sand Commandos & Hurtin’ Units) made a motion seconded by Dave McMains (Hurtin’ Units & Sand Commandos) that we accept the November 13, 2012 minutes as printed; motion passed.

TREASURER’S REPORT was given by Sande Nettnin (Desert Rats). She handed out a detailed copy of the financial report for 2012. Discussion followed and a motion was made by Dave McMains (Hurtin’ Units & Sand Commandos) seconded by Sandy Millspaugh (Hurtin’ Units) to renew our membership in Blue Ribbon and WOHVA at the $100 level; motion passed. Dave said he had received the paper work for our Incorporation papers for Region 4 and he would pay them and turn in a bill to the region. More discussion followed on what Blue Ribbon and WOHVA are doing and a motion was made by Dave McMains seconded by Doug Conner (Roamin’ Chariots) that we send an additional donation for $250 to Blue Ribbon and $250 to WOHVA to help in the fight to keep our public lands open to all users or wherever this donation is needed most; motion passed.

COMP: If your club is planning an activity and you require the PNW insurance, you need to have your paper work submitted to Carol Jensen (Insurance, IAD#1, PNW Individual Members Club, and Sand Fleas) at Winter Convention or before.

MEMBERSHIP REPORT: Our new membership program is still a work in progress.

PNW WEB SITE: The PNW Board of Directors in December added a new person to our Web Team; his name is Rich Holm (Happy Campers) out of Region 1. Rich has some skills that we are hoping will improve the looks of our Web Site.

CLUB POWER/WE DID IT: Chairman Gary Harting (Desert Rats) was not present and did not have a report. Be sure that you fill out paper work for any activity your club has and turn it in.

JR. JEEPERS: Teia Ireland of the Yakima Kittitas Forest Watch club has taken over as advisor. She will be planning future activities. JR. JEEPERS is open to all children in Region 4 if you have questions contact Teia at 509-697-8479 or e-mail Jaydicedaisy@yahoo.com. Teia lives in Selah, WA.

PR: Clay Graham (Yakima Kittitas Forest Watch) is doing a fine job getting PR information out. If you need something sent out please send the information to Clay and he will post it.

LAND MATTERS:
Doug Conner (Roamin’ Chariots) reported that Franklin County is going to apply for a grant to fix the road into Juniper Dunes. Several members of Region 4 have written letters to Franklin County in support of this grant. Peterson Road has been made a county road so we have access to the Dunes; however, the no trespassing sign is still up.
Dave McMains (Hurtin’ Units & Sand Commandos) reported on the Moses Lake Sand Dunes that the Sand Scorpions had their annual Christmas Tree Burn that was pretty much a flop as very few showed up. Dave said he has not picked the date for the clean-up at this time.

Director Earl Nettnin (Desert Rats) said the following land matters should be discussed at the January 19th State meeting: Travel Management Plan; Eastern Washington San Juan Resource Management Plan for BLM; Forest Revision Plan; Naches Flood Repair Projects; Wenas Cooperative Road Management; Liberty area; Nelli Restoration Project, watch out the Northern Spotted Owl is back; the WDFW (Washington Department of Fish and Wildlife) has named Mike Livingston the new regional director for WDFW south central region based in Yakima; Congressman Doc Hastings is still the chairman of the Natural Resources Committee in Washington DC.

Director Earl Nettnin (Desert Rats) reported that our Land Commissioner Peter Golgmark established a salute to DNR’s Volunteers and he was asking for nominees. Nineteen names were submitted and among them were Ron Rutherford and Mary VanAmburg. The two winners were Tom Faubion of Eatonville, WA and Bob Langley of Everett, WA. All nominees were supposed to receive a certificate.

Dave McMains (Hurtin’ Units & Sand Commandos) said he had read on Facebook that Mona Drake (Deschutes County 4-Wheelers & Harney County High Desert Wheelers) had posted that BLM had put up several new signs and someone had destroyed them all. BLM figures it would cost about $1500 to repair and replace them. Dave said he told Mona that she could apply to the PNW for a Trail Maintenance Grant from the PNW to get those signs repaired and replaced. The PNW has a Trail Maintenance Fund and we’ve only spent $300 out of it. Mona will need to get an invoice or something that will give us tangible numbers and a commitment from her club or region to do the work so that Dave can write a check to her after its been approved by the PNW Board of Directors. When this information becomes available the Board has the authority to vote on it by e-mail. Oregon has not asked for much help and sometimes they feel they have been left out, so this would be a great opportunity to lend a hand. This fund was set up for all three states, Washington, Oregon and Idaho.

Doug Conner (Roamin’ Chariots) said that the Yakima Valley Dust Dodgers and the Yakima Kittitas Forest Watch were hosting a clean-up at the Slab ORV area Saturday, March 23 beginning at 10 AM.

OLD BUSINESS
It has come to the attention of the Region Director that several clubs have not paid their 2013 dues. Please get them paid ASAP so you can vote at Winter Convention.

MORE OLD/NEW BUSINESS
Nominations were opened again for the 2013 Region officers. A unanimous ballot was cast for all the 2013 nominees - they just happen to be the same as 2012. So your Region Director will be Earl Nettnin (Desert Rats); Vice Director Ed Massey (Sand Commandos & Hurtin’ Units); Secretary/Treasurer Sande Nettnin (Desert Rats); PR Clay Graham (Yakima Kittitas Forest Watch); Lead Land Matters Dale Neuman
(High Country Cruisers). Region 4 Competition Chairmen are Kevin & Terri Mohan (Nitty Gritty) who were elected last September. Congratulations once again, and thanks for all your hard work.

Scholarship applications must be turned into the PNW Secretary Sande Nettnin (Desert Rats) before the gavel drops starting the business meeting at Winter Convention.

Winter Convention is February 8-10, 2013 in Bothell, WA at the Hilton Garden Inn. If you haven’t made your reservations, please do so ASAP also dinner reservations, Beer Steins and T-Shirt orders must be postmarked by January 25th. Further information contact Grace May at 1-425-788-2848.

Plan to attend the Washington State Land matters meeting East side January 19th at the Clarion – 1507 North First – Yakima, WA starting at 9 AM; West side January 26th at King Oscars – Pacific, WA starting at 9 AM. These meetings are open to the public and especially anyone interested in land matters.

CLUB REPORTS
Ridgerunners – Josh Wesselius reported they had a snow run in December and a good Christmas party.
Hurtin’ Units - Sandy Millspaugh reported they had their Christmas Party and club meeting and voted in four new member families.
Roamin’ Chariots – Doug Conner reported they are making plans for camping trips this summer.
Sand Commandos – Randy Hayes reported they had a Christmas party, elected the same officers for 2013 and their delegates plan to attend Winter Convention.
Desert Rats – Sande Nettnin reported they had their meeting January 1 at Round Table Pizza and wrote a bunch of letters to Franklin County about Juniper Dunes. Some of their members had a winter camp out at the Tucannon and had four days of windy, snowy weather. They heard hounds tracking a cougar and sheep and deer were also sighted. The agenda for the day was get up, eat, get firewood, eat, sit by the fire, eat, sit by the fire and go to bed. Karen Livezey said they experienced a camping thing also when the power went out at their place and she was hoping she wouldn’t have to go to work since she couldn’t get the garage door open, but Ed got it open and she had to go to work. We are having our annual after holiday’s party January 26th in Richland, WA at Sterlings with a White Elephant gift exchange.

GOOD OF THE ORDER
A list of Region 4 meeting dates and places were handed out to everyone.
Kevin McMains (Hurtin’ Units & Sand Commandos) is in the Army and should be home mid February.
