REGION 4 MINUTES
JANUARY 14, 2014
Director Earl Nettnin (Desert Rats) called the meeting to order at 7:35 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed.
GUESTS: Matt Rasmussen (Franklin County Engineer).
MINUTES: Ron Rutherford (Jeepin’ Nomads) made a motion seconded by Doug Conner (Roamin’ Chariots) that we accept the minutes from November 12, 2013 as printed, motion carried.
TREASURER’S REPORT: Treasurer Sande Nettnin (Desert Rats) handed out two reports one showing the report from Pick Up A Mountain and the other the financial report for the region. No outstanding bills at this time.
COMP REPORT: No report was turned in.
MEMBERSHIP REPORT: Nothing to report at this time.

CLUB POWER/WE DID IT: Chairman Gary Harting (Desert Rats) said he had turned in paper work to Kathy Greenwood (Off Road Animals) the PNW’s Club Power/We Did It Chairman. She is looking into trying to find a way to regenerate the program and she is looking for input. Perhaps giving it a new name, more on this will be discussed at Winter Convention. This is our way to show documentation that we’ve had and participated in work parties with the Forest Service (FS), Department of Natural Resources (DNR) and Bureau of Land Management (BLM). If you have any suggestions please give them to Gary or turn them in to Kathy Greenwood. According to the FS volunteer hours are worth $22.14 an hour and they use this when they apply for grants. Anytime your club has an event please fill out the paper work and submit it to her.
JR. JEEPERS: No report was turned in.
PR: Clay Graham (Individual Member) our PR chairman is happy to send out information on activities, so if you want info sent out, please get the information to Clay and he will send it out to our alert list. Thanks Clay, you are doing a great job.
TRAIL JAMBOREE: Registration opens on Monday, February 17, 2014 at 8 AM. Jamboree is July 9-13, 2014. Clean-up for Jamboree will be April 12, 2014 at Jim Sprick Park. There is another group using the park the week before Jamboree so we will not be allowed early access to the park; the earliest we will be allowed in will be Sunday afternoon July 6th, this allows us to pre-run trails and get things ready. This is the 25th Anniversary of Jamboree.
Doug Conner reported on Juniper Dunes with help from Matt Rasmussen (Franklin County Engineer). Matt said he had applied for a grant for Juniper Dunes with the Western Federal Lands Highway Division, which is a division of FHWA. Matt said we were awarded this grant with the caveat that we start construction in 2016. They are looking at making a new intersection a mile east of Peterson Road. Matt will be meeting with FHWA next week to start laying out design plans and right of way acquisition. The right of way probably will start this year. All environmental documentation will be completed next year and ready for construction to begin in 2016. Discussion followed on where the new access would be; the first mile of road will be paved and the rest gravel. This will then become a county road and they will maintain it. The road will come in on the back side of Smith Canyon.
Ron Rutherford reported that the Ahtanum now has snow. Jeff Jones (DNR) gave an update of the area at the State Meeting January 11, 2014. Jeff reported that he is getting some funding for hikers and horse people. We have a new person in Olympia Brock Milliren; he took over for Mark Mauren who retired. An issue we have with DNR is that everything is on hold as far as volunteers are concerned, we cannot use any power tools, drive any equipment, use chainsaws etc; because they have pending litigation in the Spokane area because of an injury so DNR has stopped all volunteer activities until they can look at the whole picture. Discussion followed; this seems to be a liability issue and Jeff Jones says we will get through this we just need to have patience. Jeff suggested that we send some e-mails off to the new man in Olympia letting him know that we have past experience and have attended appropriate training classes so we don’t need to spend 8 hours being certified so we can go out and do 8 hours of volunteer work. The Ahtanum area will open April 1 to 4-wheel drive. We have been informed that the trail we’ve known as Jack Ass in the North Fork will no longer be called that; it will now be the Mclaine Canyon Trail.
Wenas area we have an additional Green Dot road (trail). DNR has recognized it since several have been using the road off Manastash moving around Hudson coming back down to Cascade Park. Ron Rutherford and Clay Graham have been attending the spring and fall Wenas user group meetings representing 4-Wheel Drive motorized interests. They are working with DNR and moving ahead.
Ron Rutherford reported that a new Education & Enforcement (E & E) officer is coming in March to Yakima and Klickitat Counties.
There will be an Ahtanum Green Dot Road Focus Group meeting Monday, January 27, 2014 at 6:30 PM at the West Valley Fire Station on Zier Road. The particular focus of this meeting will be on the abuse occurring in the South Fork Ahtanum green dot road system.
Earl Nettnin reported that our trails in the Liberty area - bridges by Shoestring Lake were totally destroyed in the fire and left nothing but the spikes. We will have a lot of work to do rebuilding the bridges and removing downed trees in the Cle Elum Ranger District. Discussion followed and we will have a really big job ahead of us, lots of volunteer hours will be needed.
We are losing a lot of Forest Service people, Tim Foss retired January 11, 2014 from the Cle Elum Ranger District; we have not been notified who his replacement will be. Jacquie Beidl from the Naches Ranger District is moving on to CA her last day is January 15, 2014. Angie Niebuhr from the Naches Ranger District is becoming a stay at home mom to take care of her three small children. Karen Lindhorst handled special use permits for Naches. Blair Bickle retired and Jim Bailey will retire the last day of this month from the Naches Ranger District; no plans have been announced as to who will replace them.
If you wrote a comment on the 1501 Little Rattlesnake road closure the appeal period is now open and you can write an appeal, however, you only have 45 days to do this and only if you wrote a letter can you appeal it. The period started January 10, 2014.
Ron Rutherford is working with Ross Huffman (Oak Creek Wildlife Manager for Fish & Wildlife) representing motorized. Ross has stated that he remembers the agreement that was made with us on the Bald Mountain acquisition if we supported that land exchange they would keep our trails open. Ross stated that we can come and work on their land with our tools, equipment and qualified operators; as long as he knows what we are bringing and who is operating it. There is no management plan for this area so it’s the ground floor. Ross will be writing it as we go.
Michelle King (NEPA Planner & Public Information for the Naches Ranger District) had a presentation at our State meeting Saturday, January 11, 2014 in Yakima. She talked about the decision notice for the 1501 Flood Repair Project also and encouraged everyone who made a comment to please send in an appeal if you didn’t like the decision. The appeal comment period is 45 days from January 10, 2014. She also said she sends out notices when changes come down the NEPA pipeline and things ongoing on district need to be shared. If you are not on her list and would like to be send her an e-mail asking to be added to the Naches mailing list firstname.lastname@example.org.
Swap meet interest – dropped at this time for lack of interest.
Data Counter – Ron Rutherford will make a presentation at Winter Convention to see if the delegates want to purchase them. The Board will recommend to the delegation that we purchase them. This is something we feel will be very advantageous to us.
Some clubs in Region 4 have sent information in for our new publication that will replace our Who and What We Are. Hopefully this will be presented at Winter Convention as a slick magazine.
Nominations opened again for Region 4 Officers: Director Earl Nettnin, nominations closed; Doug Conner made a motion seconded by Ron Rutherford that we cast a unanimous ballot for Earl, motion carried. Vice Director Ed Massey, nominations closed; Doug Conner made a motion seconded by Lance Greenwood (Peak Putters) that we cast a unanimous ballot for Ed, motion carried. Secretary/Treasurer Sande Nettnin, nominations closed; Doug Conner made a motion seconded by Ed Massey that we cast a unanimous ballot for Sande, motion carried. Lead Land Matters Dale Neuman, nominations closed; Doug Conner made a motion seconded by Gary Harting that we cast a unanimous ballot for Dale, motion carried. Appointed positions are as follows: PR Clay Graham; Future 4-Wheelers Teia Ireland.
Changes to the Scholarship program. The Board decided in December to change the number and amount of scholarships we give out. We will be giving 4 scholarships, two male and two female and they will be $1000 each, and each applicant must submit a letter stating what does the PNW4WDA mean to them and how would this scholarship help. Scholarship applications must be turned in before the gavel drops at Winter Convention.
At Winter Convention a 25th Anniversary quilt will be made and raffled off if we can get 30 shirts. So if you have a host shirt or Jamboree t-shirt you would like to donate please contact President Angie Marek at Offroadangie@aol.com and let her know the year it is so we don’t duplicate them. Lora Jungmayer (Skookumchuck Mud Daubers) from Region 2 has offered to make it. Also if you have a shirt you would like to loan for display at Winter Convention let her know that too.
Earl handed out information on the 501(c)(3), 501(c)(4); and 501(c)(6) Tax-Exempt Status. The 501 c 6 does not pertain to us. We are a 501 C 4 status. Discussion followed, we had always thought we could not lobby however, this was incorrect, as long as the political activities are germane to the social welfare purpose of the organization it is allowed.
As soon as we have work party dates they will be posted on the Web Site and Tri-Power; and we will have Clay send the dates to our alert list too.
Desert Rats – some have been camping in the Tucannon; we will have our after holidays party January 18, 2014 at Sterlings on Queensgate. We have two member candidates and our delegates will attend Winter Convention.
Sand Commandos - had a Christmas party; voted in 4 new families; they had elections and some are going to Winter Convention.
Roamin’ Chariots – are making camping plans and they hope to have a new member this year. Some plan to attend Winter Convention.
Jeepin’ Nomads – Second week in December they had their Christmas tree run. They have their rigs ready to go for the coming season, weekends are filling up. One of their members moved to Spokane and has joined the Spokane 4-Wheelers. Some will attend Winter Convention.
Peak Putters – had their annual Freeze Your Buns run to the American Lodge the weekend after Thanksgiving. They had a holiday after Christmas party January 11th with barrel racing and pot luck. They plan to have a run sometime in January if they can find any snow.
