My Dad bought a Model A from Canada not long ago. I'll ask him what he knows. Though, he did do it opposite from what we would be doing. I'll try to find out what I can. You do the same.

If the vehicle is less than 15 years old, it is subject to both Federal and Provincial inspections. Provincial will pass a modified vehicle (providing it meets all regs), the Federal will not pass a modified vehicle.

If older than 15 years, it only needs to pass a Provincial inspection.

So total fail on the Federal.

This vehicle will not pass a Provincial inspection either. Fenders do not cover the tires, this is perhaps the biggest and most costly thing to fix. Front bumper or lack there of to track width is also a fail. There is likely a lot more items to fail that just end up being money.
