April 2014 Meeting Minutes
 
Region 3 Meeting
April 15, 2014

The April 16, 2014, Region 3 meeting was called to order by Region Director Kyle Wiebold at 7:17 pm, followed by a moment of silence for the sick and departed. The meeting was held at 4 wheel Parts in Portland, Oregon.

There were 13 clubs represented: Flat Broke and 4 Wheelin’, Hubs In, Mud a Rama, Our Gang Off Road, Pistons Wild Motorsports, PNW Individual Members, Sand Fleas, Trailbreakers, Push n Pulls, Bri and Bub Off Road, Mud Muckers of Oregon, 4 at a Time, and Vancouver 4 Wheelers.

Guests: PNW President Angie Marek and Dan Marek and Jeremiah and Michelle Doty representing Amboy Territorial Days.

Jeremiah invited the region to participate in the Amboy Celebration on July 11-12-13 with the wheeler show on the 13th. He would allow the region to set up a vendor booth to promote the region and association. There will be only 40-60 vehicles allowed in the wheeler show and 7-9 vendors. Contact Kyle if you can help with this.

Angie stated that this year July 11-13 is the 25th Anniversary PNW Trail Jamboree. There is a possibility that one more group is needed to host a trail. Contact Angie if interested. Good news that the fires did not destroy as much as thought.

Rick Smith moved to approve the minutes of the March meeting with the addition of: Piston’s Wild ‘Life is a Journey’ Poker Run on June 21st. Seconded by Steve Grittman.
Motion passed.

Region Director report: May 10th in Longview, the 2nd PNW Barrel Extravaganza. Competitors are free and camping is free and available starting Friday evening. Mud flaps are required on vehicles. Help is needed with security, the back gate and Sunday cleanup at 8 am. This is the only PNW4WDA fund raiser besides the Trail Jamboree. Sign up before the race by contacting Dave Taylor or Kyle.
The region has adopted the Stick in the Nose trail in the Tillamook State Forest. A letter has been sent to all Region 3 clubs asking for help. Please respond so there is an idea of available help. First workparty is May 17th at 9:00 am meeting at the Sand Shed.

Public Relations Chairman: Teresa Sullivan stressed the need for a handout to show activities. She asked Kyle the status of the slick magazine—“it is still in the works.” The “Tread Lightly!” newsletter is a good example of a full color brochure. Please write articles detailing your club activities and send to Kyle or Teresa.
Teresa contacted the Oregon Department of Forestry (ODF) requesting the per hour rate for volunteer labor. The national average for volunteer labor is $22.14 per hour. Oregon uses $19.33 per hour for Recreational Trails Projects.

PNW banners are being made – one for each region. Crystal moved to allocate $250.00 for purchase of a Region 3 Banner. Motion seconded and passed.
The region donation to Fast Specialty’s is ready to be delivered.

Upcoming events: Sand Flea Rally- April 26 and Pick up the Burn—May 3. Discussion followed on a way to promote the association with the use of electronics and folding boards.

Kyle will present a way to get a budget for PR.

Comp report. Marty needs volunteers for the Barrel Extraganza—both event times 2:30 pm and 7 pm. Flyers need to be put in businesses.
Region relay tryouts will be July 5, at the 4at aTime and Free Wheelers race at Ethel.
Need clubs to do the Barrels and Obstacle at Summer Convention. Free Wheelers will handle the drags.

Oregon Land matters—Ryan has appointed rick Smith to work with the Tillamook State Forest. Cline Butte work parties continue. April 26—Stop Oregon Littler and Vandalism (SOLV) cleanup.

Washington Land Matters—Crystal reported on the Gifford Pinchot workshop held March 18th. The cost to manage roads is $5 million per year but only $950,000 in the budget.
Yacolt Burn trail building begins this summer with Phase 1 moving forward. Watch posting on www.PNW4WDA.org and www.pistonswild.com May 13th will be a training class at 6 pm at the Pied Piper Pizza for those working on the trails.
There was no legislation passed this session that hurt us as 4 wheelers. HB 2151 referred to as the Washington Trails Act deals with how DNR (Department of Natural Resources) builds and manages trails – commend the intent and will work to improve the regulations in it. Crystal explained HB2675 formerly known as HB1632. The bill passed the House but not the Senate. HB 2294 would have raised the fine for litter, passed the house but Senate refused to hear it. SB5097 would have allowed spouses to pool volunteer hours for the Discover Pass, passed the Senate but stalled in the House Rules Committee.

Ways and Means absent.

Angie, PNW President explained that your Tri-Power for the next month will be dated March/April and thereafter will be dated the month that it is published. Some of the other things happening in the association include: Region 2 Poker Run on August 2nd and everyone is welcome. May 17th is the Outcast Fun Run at Elbe and the Moonshiners playday is Memorial Weekend in Toppenish. Angie thanked the Region for hosting Winter Convention and Summer Convention and their support of the association. The PNW is a family and we support each other. As an example: At the February Region 2 meeting members raffled a winch donated by 4 Wheel Parts donating all the profits to the the Harris family. The Harris family was involved in a fatal car accident on New Years Day and 7 year old McKenzie is still in the hospital. PNW members along with family and friends have stepped up to help the family making the home assessable so that the family can return home.
