REGION 4 MINUTES
JULY 10, 2012
Director Earl Nettnin (Desert Rats) called the meeting to order at 7:30 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed. Guests present were Brad Schwisow (Individual Member) and Michelle King (NEPA Planner for the Okanogan-Wenatchee National Forest).
A motion was made by Doug Conner (Roamin’ Chariots) seconded by Ron Rutherford (Jeepin’ Nomads) that we accept the June minutes as printed, motion passed.
The Treasurer’s Report was given by Treasurer Sande Nettnin (Desert Rats). No outstanding bills at this time.
COMP: Region 4 try-outs for Summer Convention will be held at the Outdoor 4X4’s race the weekend of July 21 on the OB course. The OB times will determine the relay team for Region 4. Summer Convention this year is being held in Camas Valley, Oregon.
MEMBERSHIP: Nothing to report at this time. Some people are still having issues with our new program.
PNW WEB Site: Still a work in progress.
CLUB POWER/WE DID IT: Please continue to fill out forms for your activities and send them to Gary Harting (Desert Rats) our Club Power/We Did It Chairman for Region 4.
TRAIL JAMBOREE: Pre-Runs are taking place this week prior to the Jamboree which starts this Wednesday.
JR. JEEPERS: Advisor Gloria Joralemon (Shindig Wheelers) reported they had participated in the Parade for Selah Days. They had a float decorated with little cardboard Jeeps and 11 kids rode on it. Discussion was held on what we might do the next time we participate in a parade. We have a Region 4 Banner that is available for use at activities and perhaps the kids could put their club names on the little Jeeps if they use them again. Gloria is busy working on activities for Trail Jamboree; thank you Gloria for all your hard work. Gloria announced that she has an assistant now and it’s Alicia Palachuk (Shindig Wheelers). Gloria said she had received donations for the kids games at Trail Jamboree. Last year we had over 32 kids sign up to participate in games at Trail Jamboree. Gloria said she is going to be gone prior to Pick Up A Mountain (PUAM) and would like to have a donation to buy kids prizes for it soon. Discussion followed and Gloria made a motion seconded by Ron Rutherford (Jeepin’ Nomads) that Region 4 would donate $200 for kids prizes for PUAM, motion passed. Gloria also said if anyone is interested in taking over this job next year, she will help them, so contact Gloria if interested.

Ahtanum State Forest report was given by Ron Rutherford (Jeepin’ Nomads). A request went out for letters of support for grants for a snow park area to be used by motorized as well as horsemen and Education and Enforcement as well as campground clean-up; thank you to all who wrote letters. The Trail Project for DNR (Department of Natural Resources) for a mile and a half of trail probably will be next year before it’s approved as a Green Dot Trail. This is a trail between the North Fork and the top of the ridge known as Jackass Trail, it takes you up to the Divide; snowmobilers and 4-wheel drive people use it. It also gets a lot of quad traffic so we are trying to work with DNR to get it approved as a Green Dot Trail. Ron said that last Thursday (7-5-12) he walked it with Jeff Jones (DNR) and Darin Dekker (Ski Benders). They are willing to put money and time into it but it looks like it will have to go through engineering and the whole trail gets moved to the west. We are not giving up on this; we will keep pushing. The Wenas area – after a land owner took some verbal abuse, he decided to close the gate taking you to Bar-B-Q Flats. This affects more of the horsemen and the hunters. The abuse was not from the 4-Wheel Drive people.
Discussion followed on the White Pass trail closure; all in all it probably was the right thing to do because the trails were wet. Last Saturday, July 7th Ron took Jeff Leisy (Naches Ranger District) and 5 other rigs for a 4-wheel drive tour in the Rimrock area and showed them a trail (661 that the Jeepin’ Nomads had adopted) that is 30 years old and is still being maintained and in very good shape. Ron said they left at 8 AM and returned to the Ranger Station at 7 PM. Ron said it was a very educational day. They are going back in September to try some new techniques they discussed. Merrick Graves Forest Service (High Country Cruisers & Wandering Willys) said the Forest Service is working on ways to have more of a presence on those trails in Rimrock. Naneum Ridge State Forest report was given by Clay Graham (Yakima Kittitas Forest Watch). Clay was selected to be on this committee for a year. Their first field trip is this week while Trail Jamboree is going on – they are working on trying to get more trails and campgrounds. Studies have to take place before anything can be done. Meetings rotate from Ellensburg and Wenatchee. Clay asked if he could get money for gas to attend these meetings. Director Earl Nettnin (Desert Rats) said he would check and see what money might be available in his land budget as well as the WA State Executive Director’s budget to cover this.
Beverly Dunes – Clay Graham reported nothing new.
Juniper Dunes - Doug Conner (Roamin’ Chariots) had nothing new to report.
Michelle King (NEPA Planner) said no alternatives yet on the Travel Management & Forest Plan Revision. Michelle talked about the 2013 flood repair projects. She handed out a chart showing the South-Zone Flood Repair projects. She said they plan to list as much as they can on the Forest Service Web Site about the closures, scoping letters etc. She will send an e-mail when construction closures take place. Discussion on the Pile Up Creek and the Nelli Restoration Project also took place. Michelle said on August 17-19 the National Guard is doing an exercise on the 1500 Road; the road is not officially closed, but they are asking people not to use the road during this time. Michelle said she is interested in holding a NEPA 101 class and a comment letter writing class and was thinking about holding it August 7th at the Naches Ranger Station. She will notify us if this is a go. The 1913 road closure was due to the bridge washing out on the 1900 side - this closure is by Forest Service order. Michelle said she is coming up to Trail Jamboree on Friday and run the trails with us.
The Liberty work party June 27 – July 1 was well attended and we had 472 volunteer hours turned in to Mikki Douglass of the Cle Elum Ranger District. The upper trails were opened.
Pick Up A Mountain (PUAM) is coming up quickly. Pam Remley (Shindig Wheelers) is our chairman and she passed around flyers and an order blank for t-shirts – you must pre-order them by August 17th. PUAM is September 14-16, 2012 with staging at Jim Sprick Park. . Gloria Joralemon (Shindig Wheelers) asked if the Forest Service could provide patches etc. for the kids – Michelle King will ask at the Ranger station for some items for the kids. Pam reported that the Eastern Washington Dirt Riders donated $250 to PUAM - Thank you.
We received a very nice thank-you letter from Blue Ribbon for our additional $250 donation to them. Our contribution to them helps to keep the Coalition strong and working at “Preserving our National Resources FOR the public instead OF FROM the Public.
