When this went into effect, they explained at a Delegates meeting that no matter what state you were from, if you were not from WA you had to have it.

OR OHV permits are universal for Class II (4x4's, buggies, sand rails, etc.) no matter if street legal or not.

Need to find out and clarify if WA is going to honor the reciprocity agreements across the board or not, and clarify it.
