Director Earl Nettnin (Desert Rats) called the meeting to order at 7:40 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed
MINUTES: A motion was made by Dave McMains (Hurtiní Units & Sand Commandos) seconded by Ed Massey (Sand Commandos & Hurtiní Units) to accept the March minutes as printed; motion passed.
TREASURERíS REPORT: Sande Nettnin (Desert Rats) gave the report. We have no outstanding bills.
COMP REPORT: Competition events are posted on the Web site.
MEMBERSHIP: A membership packet was sent to a prospective club in East Wenatchee. They seem interested in joining and attending all work parties. We will add them to our list to receive the minutes and Director Earl Nettnin informed them of our upcoming work parties.
PNW WEB SITE: Rich Holm (Happy Campers) from Region 1 and husband to Angela Holm Region 1 Director & Happy Campers has joined our Web Team and is doing a great job for us. Region 4 has a link on the PNWís web site where our region minutes are posted.
CLUB POWER/WE DID IT: Forms are on the Web site, or contact our Club Power/We Did It person Gary Harting (Desert Rats) if you need forms. Be sure to fill out forms when your club has an activity and turn them in so we can have a record of activities we have participated in. Even clubs that have a previously approved Club Power/We Did It activity still need to fill out the paper work.

Moses Lake Sand Dunes - Land Coordinator Dave McMains said the annual clean-up is scheduled for April 27, 2013 at 9 AM, meet at the south end of the dunes on top of Competition Hill.
Liberty Clean-up May 18 Ė Memorial Day. A lot of discussion followed and we are allowed in the area by special permit to open trails. We work with the Forest Service to make sure that the trails are ready for use. They respect our decision as to if the trail should be opened or not. We clear downed trees and drain mud holes etc. Everything below the 3500 road can be opened by Memorial Day Week-end if we feel they are ready. We are not running trails for our enjoyment; we are working with the Forest Service to make sure everyone is able to run the trails and not do resource damage. We are looking forward to having a look at the trails to see just how bad things are following the fire. The area of the 314 & 315 trails were burned heavily. Dave McMains is our coordinator for this work party. Dave said there will be a gate at the top of the 3500 road and we will not be able to loop this trail, so no playing in the snow up on top at this time. However, it will open the 15th of June. Director Earl Nettnin will invite Michelle King (Public Information officer & NEPA planner for the Okanogan-Wenatchee National Forest) to come to Liberty during our work party for a ride along to see how things are handled in the Cle Elum Ranger District regarding the opening of trails.
Mushroom Harvesting in the Okanogan-Wenatchee National Forest will require a commercial permit if you collect or gather more than three gallons a day or you intend to sell mushrooms. The season begins as snow melts and will continue through July. Travel Management for the Okanogan-Wenatchee National Forest was to be out this winter or spring; however, they are now saying late spring or summer. It has to be completed in 2015. This document is large, hundreds of pages and over an inch thick. Itís too expensive to mail so you can request a CD or look at it on line. When the DEIS is released a round of public information meetings will be scheduled.
The Planning Rule for the Forest Revision Plan is seeking public comment on the proposed directives. The comment period closes April 29, 2013. A copy of proposed directives can be found at http://www.fs.usda.gov/goto/okawen/plan/revision
. The Comment Summary report is only 145 pages long. This should be out sometime this fall.
No news on the new access road to Juniper Dunes. However, the dunes are open; things are moving at government speed.
Blue Ribbon is still fighting for access to our trails for all users.
The Discover Pass seems to still be a mystery. Changes are slow in coming. (Discussion followed).
The Nelli Restoration project comment period is open; comments will be accepted until April 30th. Check the list of proposed road closures and if you donít want to see them closed Ė write letters.
Flood Repair Project in the Naches and CleElum Ranger Districts need comments. If you donít submit a comment you canít appeal their decision. The Forest Service preferred alternatives are decommission or fix and repair. They seem to be most interested in decommissioning them. The EA (Environmental Analysis) was to come out in mid-March however, itís not out yet, but they are saying it will be soon and that will start the official comment period. So we need to write letters stating what we would like to see, be sure that you give them reasons why you donít want closure of the trails.
NO TWIG MEETING IN MAY Ė they have no one available to run the meeting.
Rattlesnake work party - Ron Rutherford (Jeepiní Nomads) is heading up a work party on the Main Rattlesnake 4-wheel drive trail 620 to repair the road going into the campground. This is a work party with all users July 19th Ė 21st, 2013. We need to have a big turn out for this work party to show that we want this kept as a 4X4 trail. Again this work party is for all users so we really need to have a show of solidarity.
Copper City work party is planned for September 28 & 29th. The Hombres out of Region 2 have adopted this trail. Jim Putman is the contact person.
Naches Ranger District has reported that all trails will be closed as of April 1st to April 15th. Kevin Hill is the trail person for motorized in the Naches District.
Concerns have been raised that there is a lack of Green Dot roads in the Barber Springs/Hudson Creek area. Discussion followed - part of the roads are on private property and the owner does not want the roads marked as Green Dot roads.
Chain Saw Certification and or Re-certification will be held June 8, 2013 starting at 8 AM at the Naches Ranger Station.
The Naneum Ridge closures will not be announced until the Naneum Ridge State Forest Recreation Committee has finished meeting. Clay Graham is our representative on this committee.

The books we ordered from Del Albright on Shortcuts to Landuse & Volunteerism are here. If you didnít get one for your delegates please contact Director Earl Nettnin and he will see that you get a copy. The Region voted to purchase them so we need to make use of them.
Director Earl Nettnin reported on the Slab Clean-up March 23, 2013. We had a good time and picked up a couple trailer loads of trash. This clean-up was a joint effort between the Dust Dodgers Motorcycle Club and the 4X4 clubs. It was a little breezy, but we had sunshine and no rain.
Trail Jamboree Clean-up at Jim Sprick Park April 19th-21st, 2013. Hobo Stew will be served at noon, bring one can of something to add to the stew. A pot luck will be held Saturday night at 6 PM. Discussion followed on projects we will be working on; painting restrooms, making a handicap ramp to the restrooms, moving the entrance to the park, painting tables and benches as well as clean up of leaves, branches and brush throughout the park and fire department property. Roger Brittain said the Shindig Wheelers invite anyone who wants to go on a run Sunday; the plan is to find some snow and have a good time. Sid Hagemeier (Shindig Wheelers & Trail Jamboree Chairman) will have a host meeting prior to the Saturday Night Pot luck. A new contact person for the Chinook Pass Community Association (CPCA) has been appointed.
Pick Up A Mountain - Coordinators Pam Remley (Shindig Wheelers and Alicia Palachuk (Shindig Wheelers) have decided to make sure that EACH process or duty WILL have a person attached to it OR that item WILL NOT be done. A planning meeting will be held on April 20th at 3 PM at Jim Sprick Park.
At the PNW Board meeting President Angie Marek (Spanaway Moonshiners) asked the Region Directors to ask at their region meetings what goals they would like to have the PNW handle this year; also if they are interested in changing the amount and number of PNW Scholarships we give out. Discussion followed and one thing was that we should allow Individual Members to have the right to vote. Also perhaps consider having our meetings on Skype. Now on the Scholarships, give 4 - $1000 Scholarships, two girls and two boys or if only four girls or four boys applied or any number combination that adds up to four.
Shindig Wheelers plan to attend the clean-up at Jim Sprick Park and have a run on Sunday after the clean-up.
Ridgerunners had a Jeep run March 2nd and it turned into a rescue run the next day. They are looking forward to attending the Jim Sprick clean-up.
Hurtiní Units had a run last weekend to the Colockum, they had lots of fun.
Sand Commandos: had a run Saturday March 16th to go GEOCASHING up old Vantage Highway and over to Ellensburg and back. They plan to attend the Moses Lake Clean-up March 27, 2013, and the Liberty Clean-up in May.
Desert Rats had a camping trip to the Tucannon and they came home early because it was cold, snowy and rainy. Some attended the clean-up at the Slab on March 23, 2013. We have revamped our By-Laws. We are hosting at Trail Jamboree and have joined the 4-Wheel Parts club program. We also have been invited to go to Moab with the Wine Country Rock Crawlers out of CA. We also plan to help with security for Cool Desert Nights in June. We will attend the Jim Sprick clean-up April 19-21, 2013 Our annual Tech Inspection has not been scheduled yet.

Earl & Sande Nettnin will celebrate 54 years of marriage on April 26, 2013.
Josh & Amanda Wesselius celebrated 10 years of marriage on March 21, 2013.
