REGION 4 MINUTES
September 10, 2013
Director Earl Nettnin (Desert Rats) called the meeting to order at 7:40 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed. No guests were present. Earl thanked Ed Massey, Vice Director (Sand Commandos & Hurtin’ Units) for running the August meeting also Pam Remley (Shindig Wheelers) for taking the August minutes; you both did a great job, thanks again.
MINUTES: A motion was made by Randy Hayes (Sand Commandos) seconded by Ron Rutherford (Jeepin’ Nomads) to accept the August minutes as printed, motion passed.
TREASURER’S REPORT was given by Sande Nettnin (Desert Rats). We are waiting for the bill from the t-shirts for Region 4’s competition teams. All other bills have been paid.
COMP: Nominations were opened for Region 4 Competition Chairman for 2014. Kevin & Terri Mohan were nominated as Co-Chairmen by Doug Conner (Roamin’ Chariots) seconded by Leonard Paine (Desert Rats). Nominations closed, Doug Conner made a motion seconded by Leonard Paine that we cast a unanimous ballot for Kevin and Terri Mohan as Region 4 Competition Co-Chairmen; motion passed.
MEMBERSHIP: Nothing new to report.
PNW WEB SITE: A comment was made that the Region 4 minutes are always posted on the Web Site, as well as printed in Tri-Power.
CLUB POWER/WE DID IT: Please remember to fill out the forms when you have an event/work party and turn them into Gary Harting (Desert Rats) our Region 4 Club Power/We Did It chairman.
JR JEEPERS: Teia Ireland (Yakima Kittitas Forest Watch) is our advisor. She will have activities at Pick Up A Mountain for the kids.
PR: Please continue to turn in items you wish sent out to Clay Graham (Yakima Kittitas Forest Watch) Region 4’s PR person.
Juniper Dunes - Doug Conner (Roamin’ Chariots) reported that he had asked Matt Rasmussen (Franklin County Engineer) to attend our meeting to update us on Juniper Dunes. Matt was unable to attend, he is on vacation. The Federal Highway Administration announced last month that Juniper Dunes would get money for an access road as part of its Washington Federal Lands Access Program, but not until 2016. The commissioners had applied for a grant, but it was not funded, too many projects and too little money. The area is still open and word is that the county will use what little funds they have to start the project.
Wenas – Ron Rutherford (Jeepin’ Nomads) said there was nothing new to report; we are still working with DNR (Department of Natural Resources) and land owners over closures in the area.
Liberty – work parties went well; trails were opened.
Cle Elum – Campfires are now allowed; use extreme caution.
TWIG – (Trails, Wilderness, Interest Group) will meet October 1, 2013 at the Naches Ranger Station in Naches, WA enter at the back door. On the agenda will be the decision on the 1501 trail.
Naches – The campfire ban has been lifted. Prescribed burning will take place on the Glass Angel Restoration Project. The Nelli Restoration Project has been approved and will be implemented.
Wood Hauling – if you have a wood cutting permit for the Naches you will be allowed to remove up to two cords of wood on September 14th. Six to eight vehicles at a time will be permitted into the closed area at Minnie Meadows Campground located on Forest Road 1000. This wood is already pre-cut and you just need to load and haul it away.
Fire updates – are being sent out daily from the Okanogan-Wenatchee National Forest. For information on the Conrad Lake and Manastash Ridge fires; road and trail closures can be found at www.fs.usda.gov/okawen
or call the fire information enter at 509-964-2138. The Manastash fire is 40% contained; Conrad Lake is about 30% contained. Manastash Ridge is still closed. Cle Elum Ranger District continues to monitor all fires in their area.
Flood Repair projects – 1700 received several appeals enough so it is on hold will not happen this year. The 1808 is open as of August 30th to Copper City and Deep Creek Campground, since it has been closed for about 4 years you can expect a lot of brush on the road and any vehicle over 26 feet will have a hard time turning around. The 1702 Rock Creek Road; 45 day appeal period ends this week so work will probably start this fall. The 1701 road is open. The 1900 & 1902 roads are complete. The 1605 is under construction with an estimated opening of September 15th.
Copper City work party – is scheduled for September 27-29. They plan to build a couple more bridges and move root wads out of the middle of the trail on the upper section. If enough help comes there will be more brushing out and rock filling on the new bridges. Jim Putman (The Hombres) is the contact person; his club has adopted this trail; he is working with Angie Niebuhr of the Forest Service. GeoPRISM project – Three of the proposed locations occur on the Naches Ranger District on the Okanogan-Wenatchee National Forest. The Gifford Pinchot National Forest will be the lead Forest working with researchers on design and conducting the environmental analysis. The Gifford Pinchot National Forest is in the process of evaluating a request for a special use permit to a research group to conduct a series of geophysical experiments on the Forest. Rattlesnake Trail 620 work party in July was a huge success; the Forest Service had lots of good comments about the work our group accomplished in three days. We logged 620 man hours, thanks to Ron Rutherford (Jeepin’ Nomads) for all his efforts coordinating things with the Forest Service to keep this trail open.
Michelle King Naches Ranger District Public Information Assistant is seeking key members of the public to help her spread the word on happenings in/with the Forest Service. She is trying to improve the Districts two-way communication by getting more individuals on the Naches Mailing List. Yakima County Commissioners have asked Ron Rutherford (Jeepin’ Nomads) if he would sit on a committee looking at the effects of the passage of State House Bill 1632.This bill will not automatically allow use of licensed all-terrain vehicles on national forest system roads. This committee will be looking at doing motorized mixed-use analyses, more than likely this will be another year long project.
Nominations were opened again for Most Inspirational person in Region 4 – nominees so far are Ron Rutherford (Jeepin’ Nomads) and Earl Nettnin (Desert Rats). Hearing no more nominations; nominations closed and voting took place. The trophy will be presented at Pick Up A Mountain. The ballots will be destroyed after they have been counted.
Data Counter – Discussion was held last month and delegates were to take back to their clubs for input. The group feels this is way too expensive for the Region to take on, but it might be advantageous to our association to be able to provide data on trail use to present the info when land managers are applying for grants etc.
Swap Meet- Discussion was held last month also and delegates were to take this back to their clubs to see if there would be any interest in having one. More discussion and a few ideas were presented. We don’t have anything like this over here on this side of the mountains so we are going to look further into just what we might be able to do. Pick Up A Mountain – is still on, we are hoping for a good turn out. Please bring a large pot to help cook the corn; be sure you put your name on your pot.
Trailer – Region 4 has purchased a small trailer for use on our work parties. Currently the trailer is stored at the home of Josh Wesselius (Ridge Runners). The trailer was used on the Rattlesnake 620 work party and was made available for us to purchase by Heaverlo, Inc.
Lee Retterer (Peak Putters) and some others of the club met with Tim Kovis (Assistant to the Chairman of National Resources Committee Doc Hastings) to discuss access to Juniper Dunes and Rattlesnake Mountain.
Fall Delegates FYI - All delegates are being encouraged to re-read the minutes from the June Board meeting dated June 5 and the special Board meeting minutes dated June 20 (they were printed in the June Tri-Power). This has to do with the removal from office of the Idaho State Director and pending lawsuit he has threatened to bring against the association. Discussion is on the agenda for 9:45 AM.
Oak Creek Wildlife Committee - Ron Rutherford (Jeepin’ Nomads) reported that he will be a motorized representative on the Committee; their first meeting is September 24, 2013 the North Fork of the Wenas will be one item up for discussion.
Desert Rats – some will attend Pick Up A Mountain, we have one new member, and some will help with the Rimrock Grand Prix Motor Cycle Races in October. We plan to participate in the Veteran’s Day Parade in West Richland in November followed by lunch at Round Table Pizza.
Sand Commandos - went to Liberty and had a good time, they plan to attend Pick Up A Mountain and one of their members had a foot removed due to diabetes complications.
Hurtin’ Units – are going to Pick Up A Mountain
Jeepin’ Nomads – did trail work in Rimrock – they plan to attend Pick Up A Mountain and will be camping at Kaner Flats with some of the Roamin’ Chariots.
Roamin’ Chariots – some are going to Pick Up A Mountain the rest are going camping in Central Oregon.
Peak Putters – in late June some went to the Rubicon, some attended Trail Jamboree in July, some went to Rimrock in July and August; some went to A & B Asphalt in August. Labor Day they had a “no tires” run and they grilled and went Jet Skiing, they have a run planned to Juniper this Saturday.
