As far as NF ground, since that is PUBLIC LAND, I don't believe they can legally close off access to it. If you got a ticket and went to court I believe you would prevail. As far as fee sites they may be able to close those, but as far as regular USFS and BLM controlled ground I think a big NO is in order.

Have been trying to get a ticket, but no luck so far.....
