In one Management plan revision, we were looking at an area to be declared "open" (cross country travel allowed) near a small community in the central part of the state. The town fathers didn't think it would be worthwhile to the town, so it probably won't happen. If the powers to be won't support it, the feds and other land managers for sure will take the easy way out and do what is the easiest for them and shut it down or limit it to roads/trails, and then not provide any.
