REGION 4 MINUTES
August 14, 2012
Pasco, WA

Director Earl Nettnin (Desert Rats) called the meeting to order at 7:30 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed. Earl asked everyone to please remember the families of Devon & Heidi Matson (Timberwolves) who had premature twin girls who died and John Myracle (Spanaway Moonshiners) who passed away due to complications from a motorcycle accident. John was married to Megan who is the daughter of Frank & Debbie Cieplik (Spanaway Moonshiners & Roamin’ Chariots).

No guests were present.

MINUTES: A motion was made by Doug Conner (Roamin’ Chariots) seconded by Cliff Hagemeier (Shindig Wheelers) that we accept the July 10, 2012 minutes as printed; motion passed.

TREASURER’S REPORT: was given by Sande Nettnin, Treasurer (Desert Rats). Sande said all bills have been paid, however, she was expecting to get some from Pick Up A Mountain.

COMP REPORT: Summer Convention was last weekend in the Roseburg, Oregon area hosted by Ruff Country 4-Wheelers in Region 6. It wasn’t a huge turnout, but adequate. The Relay Teams from Region 4 didn’t do well. The men broke and the women didn’t have enough to field a team. On another note the Cowlitz County Fair Grounds in Longview, WA had been so impressed with how professional we had been at the Barrel Extravaganza in May that they asked the PNW back to do another barrel racing event for their final event of the season on July 29th, and they gave us a $3000 donation. Nominations were open for Region 4 Comp Chairman. Hearing none, they will be opened again in September and voted on at that time.

MEMBERSHIP: Nothing new to report.

PNW WEB SITE: Nothing new to report.

CLUB POWER/WE DID IT: Please turn in your paper work to our Club Power/We Did It Chairman for Region 4 Gary Harting (Desert Rats). Forms can be found on the PNW’s Web site or contact Gary.

TRAIL JAMBOREE: Co-Chairmen Sid and Kelda Hagemeier (Shindig Wheelers) were not present and did not have a final report. We did receive a very nice “Thank-You” from Michelle King the NEPA Planner for the Forest Service who came out and spent a day on the trails with us. She also sent some very nice pictures; she said it was a wonderful experience and she looked forward to doing it again.

JUNIOR JEEPERS: Chairman Gloria Joralemon (Shindig Wheelers) was not present and did not have a written report. However, it was noted that the kids had an Ice Cream Social and collected aluminum cans, as well as other activities throughout Trail Jamboree. They also signed up several new members.

PR: Clay Graham (Yakima Kittitas Forest Watch) is doing a great job getting information out, so if you want something sent out to our group, he will take care of it. Clay is also on the Naneum Ridge State Forest Recreation Planning Committee for the DNR.

LAND MATTERS:
Director Earl Nettnin reminded everyone that the military will be on the 1500 Road August 17-19, 2012 and we should avoid the area if possible, however, the road isn’t officially closed.
Travel Management plan should be coming out this fall. Forest Revision plan should be coming out next spring. Doug Conner (Roamin’ Chariots) reported that he had not been out to Juniper for a while, but word was that something should be happening soon. Ron Rutherford (Jeepin’ Nomads) reported on the Ahtanum State Forest. He said a vehicle had been abandoned last fall near the Dome Peak Trail and plans are in the works to remove it. Some clubs have volunteered to help getting it out. If you are interested in helping with this and would be available August 19th contact Clay Graham (Yakima Kittitas Forest Watch) 509-833-4472. Clay has 3 people so far willing to help and he wants to be able to take pictures and write an article for Tri-Power. Josh Wesselius (Ridgerunners) will contact Clay to see about helping too. Ron reported that the middle fork of the Ahtanum is still closed during the week for logging; however it is open on weekends.
No word yet on the Eastern Washington Resource plan for the Bureau of Land Management (BLM) the final EIS has not been completed so this is still a work in progress.
Campfire and woodcutting restrictions are in effect on the Naches and CleElum Ranger Districts. Comments on the flood repair project are due August 20th. You can go to the Forest Service web site and download the information http://www.fs.usda.gov/projects/okaw...ement/projects. Public feedback is helpful for the Forest Service planning team to complete the environmental analysis for each project. Letters do not have to be long, just get to the point tell them you support Option A (fix it).
The WOHVA (Washington Off Highway Vehicle Alliance) news letter is out. You can read and or download a copy at communications@WOHVA.org . Their annual meeting will be held in Spokane September 14-16, 2012.
The Nelli Restoration Project has reduced the number of roads to be closed from 41 down to 26.
The Washington State Trails Conference will be held in Vancouver, WA October 25-28,2012. Our experience has been that not many motorized people attend. We need to have motorized people attending, if you are interested and want to learn more visit www.WashingtonStateTrailsCoalition.org.
Director Earl Nettnin reported that at the Liberty work party June 7 – July 1 we had 472 volunteer hours. We opened up the upper trails, and repaired signs etc.
Andrew Blanchard (Shindig Wheelers) reported on the Kaner Flat Trail Appreciation Work Party July 28th. Special thanks to Chad Atkins (Gleed Boys) for bringing his dump truck and excavator which was truly appreciated and a very big help. A lot of work was completed and the Forest Service personnel had a chance to see first hand the help that is available to them through the PNW. Special thanks to all who came to help with this project. We are working on getting Chad a check for fuel from the Trail building and Maintenance Fund the PNW has.

OLD BUSINESS:
Pick up A Mountain (PUAM) Chairman Pam Remley (Shindig Wheelers) said things are coming along. Pam said this year at the pot luck we will have pulled pork sandwiches. Help is still needed with the following: Raffle ticket sales, t-shirts, camping fees, Corn shucking contest and serving the pork and corn. Thanks to Chad & Jolene Vessey (Build it Off Road) they are paying for the DJ Charlie. Since we may have more people at PUAM Jeff Leisy of the Forest Service is planning to OK another Kaner Work Party for the Celebration Trail 2012. Chad Adkins (Gleed Boys) is planning to bring his excavator back for this. This may also be a good time for clubs who have adopted trails to work on them before winter hits. Cliff Hagemeier (Shindig Wheelers) made a motion seconded by Andrew Blanchard (Shindig Wheelers) that the Region donate $300 for door prizes, motion passed. If you have not ordered your t-shirts you can still order them, payment can be made at Pick Up A Mountain. PUAM is September 14-16, 2012 hope to see you all there, should be a fun weekend.
NOVA funds lawsuit – no news on the hearing decision by the Washington State Supreme Court.

NEW BUSINESS:
Fall Delegates is September 8, 2012 in Tumwater, WA at the Comfort Inn and Conference Center.
Nominations were open for the most Inspirational person in Region 4. Sande Nettnin (Desert Rats) and Pam Remley (Shindig Wheelers) have been nominated. Nominations closed and will be open again in September and voted on then. Trophy will be presented at PUAM.
Director Earl Nettnin said the Columbia County RAC (Resource Advisory Committee) is looking for members. Earl is a member of this committee and has been for several years. We need to have more motorized representation on this committee. If interested contact Earl, he has an application, the deadline to apply is August 20th. The next meeting of the RAC is September 17 at 7 PM at the Dayton, WA Post Office.
CLUB REPORTS:
Jeepin’ Nomads – Ron Rutherford reported they have had several runs and been camping with the Roamin’ Chariots.

Shindig Wheelers – Cliff Hagemeier reported they had good attendance at the Kaner Flat work party. Chris Coleman and Andrew Blanchard were judges for the Rock Crawling event in Goldendale.

Ridgerunners – Josh Wesselius reported they had four runs plus the Jamboree. They have three new members. They have a campout at Rimrock September 8th.

Roamin’ Chariots – Doug Conner reported they have been camping with the Jeepin’ Nomads and have more outings planned.

Peak Putters – Steve Richards reported they cleaned some DNR trails in the Benton City area. They had a run to Liberty July 4th and a run August 5th to Blue Lake. This weekend the Richland Kiwanis and the Arc of the Tri-Cities is having gravity races, this is like a soap box derby race, only the cars have two steering wheels so a person of special needs gets one steering wheel and another person of not so special needs has the other one. After racing down the hill their Jeep club will drag the cars back up the hill and let another group go down. Labor Day weekend they have a camp on the trail run in the Rimrock area, this is a stag run. They have one new member.

Desert Rats – Sande Nettnin reported they will launch Sprint Boats at St. John’s August 25th. They are going to PUAM and have donated a couple of prizes for that. The Wine Country Rock Crawlers are planning to host the Desert Rats on a special run the weekend of October 12th & 13th and are trying to schedule it around Cottage Grove, Oregon. We will be helping the Dust Dodgers with their Rimrock Motorcycle race October 5th -7th.

GOOD OF THE ORDER
PNW Treasurer Dave McMains (Hurtin’ Units & Sand Commandos) had back surgery August 2nd and is recovering nicely. He will be off work for awhile, but Dave says he has not had any pain since the surgery.

Anyone having RV problems – call Trusty Wrench RV Doctor 509-947-7504, owner Paul Herr (Peak Putters) - he makes house calls in the Tri-Cities.
