REGION 4 MINUTES
February 12, 2013
Selah, WA

Director Earl Nettnin (Desert Rats) called the meeting to order at 7:35 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed.

Guests: Chad James and his friend Jill. Chad is with the Department of Natural Resources (DNR), he is the Recreation Forester for the Ahtanum State Forest Southeast Region.

MINUTES: A motion was made by Josh Wesselius (Yakima Ridgerunners) seconded by Doug Conner (Roamin’ Chariots) that we accept the January 8, 2013 minutes as printed, motion passed.

TREASURER’S REPORT was given by Sande Nettnin (Desert Rats). Sande said she had paid a $250 donation to WOHVA and Blue Ribbon and $100 to WOHVA for a one year membership; she still needs to pay our membership in Blue Ribbon and is waiting for the invoice. Our membership is due in April.

COMP: A list of play days is available on the PNW4WDA’s Web Site.

MEMBERSHIP: We have a couple clubs that haven’t paid their 2013 dues yet and we lost a club this year; Windy City Wheelers did not renew.

WEB SITE: Pam Remley (Shindig Wheelers) said she still can’t get on the Forum. We are now on Facebook and Twitter.

WE DID IT/CLUB POWER: Please turn in your paper work when your club has an event. Our PNW4WDA Club Power Chairman has finally got her paperwork organized and we hope to have a good report from her at the PNW4WDA March Board meeting. Paperwork has been turned in for Pick Up A Mountain for the past several years and we’ve not received any recognition for it.

JR JEEPERS: Teia Ireland (Yakima Kittitas Forest Watch) said she has started a new Facebook page. She is working on putting together activities for Trail Jamboree. A question was asked, how many Jr. Jeepers do we have in Region 4? Teia said she didn’t know for sure but thought about 20.

PR: Clay Graham (Yakima Kittitas Forest Watch) said he is posting everything he gets and if you want something sent out just get the information to him.

Director Earl Nettnin said he had received from CLOUT a notice that we needed to contact our Representative Brad Klippert regarding a bill on ATV/UTV Passes that contained a $500 fine everywhere you looked at it. That bill was in a hearing yesterday afternoon, so we didn’t have much time to comment. A hearing on fire arms is coming up this week also.

TRAIL JAMBOREE: Participant registration starts on line at 8 AM February 18, 2013. Region 4 clubs hosting this year so far are Yakima Ridgerunners, Shindig Wheelers, and Desert Rats.

LAND MATTERS:
Director Earl Nettnin handed out copies of his report that was handed out at Winter Convention. Jim Putman our Washington State Executive Director handed out gifts to his land coordinators at Winter Convention, if you were not present he asked the Region Directors to hand them out at their next Region meeting. Gifts went to Roger Brittain (Shindig Wheelers) for his work on the Little Rattlesnake; Doug Conner (Roamin’ Chariots) for Juniper Dunes; Ron Rutherford (Jeepin’ Nomads) for being the coordinator for the Wenas, Ahtanum and Rimrock; Clay Graham (Yakima Kittitas Forest Watch) for Beverly Dunes and being on the Naneum Ridge State Forest committee. Director Earl Nettnin gave out the 110% awards to Region members who had really helped him out during the past year. Region Directors are allowed to give 10 awards each year. Receiving their awards at Winter Convention: Dale Neuman (High Country Cruisers), Dave McMains (Hurtin’ Units & Sand Commandos), and Sande Nettnin (Desert Rats). If you were not at Winter Convention your award was given tonight; awards went to Lisa Graham (Yakima Kittitas Forest Watch), Clay Graham, Frank Remley and Pam Remley (Shindig Wheelers) Ron Rutherford (Jeepin’ Nomads), Doug Conner (Roamin Chariots) and Mike Palachuk (Shindig Wheelers). Thank you very much for all you do for the region.

Director Earl Nettnin asked Chad James if he wanted to say anything on behalf of the DNR. Chad said Jeff Jones is the one who is spearheading a lot of the things in the Ahtanum. He said they are trying to do the right thing as far as users are concerned. Chad said they are working on getting volunteers to help with projects. He said the cutoff from the Jack Ass down to the North Fork looks like it’s going to be a go, and it will take lots of volunteer hours. Once the snow is melted they can get in and take a look and see the best way to proceed. There is a Forest Watch meeting tomorrow night (February 13, 2013) from 6 to 8 PM at West Valley on Zier Road. Chad said he appreciated all the work we had done prior to him coming on board and he looks forward to working with us in the future.

Doug Conner (Roamin’ Chariots) said we are still waiting for the county to determine the best route for a road into Juniper Dunes.

Clay Graham (Yakima Kittitas Forest Watch) reported he would have a clean-up at Beverly Dunes on April 27, 2013. The Naneum Columbia Ridge Committee will meet next week in Wenatchee; lots of environmental issues, Elk, and ownership of private land. We have no 4-Wheel drive trails in this area, just green dot roads. Clay is pushing for camp grounds and trail systems are secondary at this point; however, where are we going to get actual access to the camp grounds legally. A lot of questions need to have answers and DNR and Fish and Wildlife have no answers. Discussion followed on road closures, proposed road closures and permanent road closures in the Naneum and Colockum areas. Things are on hold until the committee is finished and recommendations have been turned in; then a decision will be made.

Ron Rutherford (Jeepin’ Nomads) said the Ahtanum has nothing new; closed to motorized until April 1st. There may be snowmobilers until July 1st. We’ve had good progress on the shortcut we want to put in, with patience and diligence it looks like it will be done. A comment was made that without Ron spearheading this; it probably would not be happening, so thanks Ron. Ron said the Wenas is closed until May 1st; land issues remain the same. There is a problem with the Manastash Ridge Trail above Barber Springs, it crosses private land. Ron said all is pretty quiet in the Naches District. The last TWIG meeting was not well attended, only 15 people. The next TWIG meeting will be Tuesday, April 2, 2013 at the Naches Ranger Station. Saw training was discussed and it looks like things have lightened up on requiring everyone to be Saw Certified; watch for more information on this.

Director Earl Nettnin reported he had received some updates from Michelle King (NEPA Planner and Public Information for the Okanogan/Wenatchee National Forest). Michelle said the NEPA for Deep Creek Trailheads project is now complete. Implementation will start this summer to enhance the horse camp, trailhead, camping area, trailer parking and turn-around areas. Nelli Restoration Project (in the Nile area) – still in analysis phase, Environmental Analysis (EA) should come out in March. They will be starting NEPA for the Spring Trail Restrictions again. The NEPA Categorical Exclusion (CE) will be for deciding the best tool for implementing trail restrictions in the spring if necessary, the decision to restrict certain trails in the spring will not be made until we have the proper data and field information. If you had feedback on last year’s closure, please pass it on to Michelle King at mdking02@fs.fed.us or 509-653-1420. The flood repair update – please see the list of alternatives for the projects still under analysis, to request a copy e-mail Michelle King. The EAs should come out in mid-March. That will start the official comment period.

There will not be a WOHVA Rally at the capitol this year.




OLD BUSINESS:
The State Land Matters Meeting was held January 19th in Yakima. Michelle King (Forest Service) presented a NEPA 101 class. This was well received and everyone learned how to make good comments. Jeff Jones (DNR) reported on happenings on the DNR managed lands in the Ahtanum area.
Mikki Douglass (U. S. Forest Service) spoke on happenings in the Cle Elum Ranger District.

Report on Winter Convention: One of our major sponsors is 4-Wheel Parts; they have offered us a 4-Wheel Parts Jeep Club Program. Once we sign up our members, we will receive a 10% discount, 3% cash back for all club purchases at the end of the year, special group buys, club specials, club events and no sign up fees. A discussion was held on what is covered and not covered with our Insurance. Our Web site has a Facebook page and we are also on Twitter. Summer Convention will be at Ethel in August and Winter Convention 2014 will be hosted by Region 3 – place to be announced. Region 7 has a new director and all other elected and appointed positions remained the same. The Scholarship program is still available. Our special guest speaker was Mikki Douglass from the Cle Elum Ranger District.

A book written by Del & Stacie Albright called “Shortcuts to Landuse & Volunteerism” was passed around and a motion was made by Frank Remley (Shindig Wheelers) seconded by Doug Conner (Roamin’ Chariots) that the region order a box of them and pay the shipping, motion passed.

NO CLUB REPORTS TONIGHT - out of time.

GOOD OF THE ORDER:
We have ordered a 2X4 banner from Blue Ribbon for us to use at our activities. The banner is free because we have a membership in Blue Ribbon.
Ron Rutherford has taken over the Adopt a Trail program in the Naches Ranger District from Pam Remley.

Next meeting March 12, 2013 7:30 PM in Pasco at Doug Conner’s shop.
