REGION 4 MINUTES
AUGUST 12, 2014
MOSES LAKE, WA

Region Director Earl Nettnin (Desert Rats) called the meeting to order at 7:35 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed. One guest was present, Barb Rutherford (Jeepin' Nomads).

Minutes: Dave McMains (Hurtin' Units & Columbia Basin Sand Commandos) made a motion seconded by Ed Massey (Sand Commandos) to accept the June Region minutes as printed; motion carried. We had no July meeting; it was canceled.

TREASURER'S REPORT was given by Treasurer Sande Nettnin (Desert Rats). We will be getting a new checking account number and checks because Sterling Bank is now Umpqua Bank. We have no outstanding bills at this time.

COMP: Region 4 team relay try-outs were held at the Outdoor 4X4 race on July 19th on the Obstacle Course in Ethel, WA. We have not been notified of who the team members are.

MEMBERSHIP: Nothing new to report.

PNW WEB SITE: Nothing to report except most everything is now posted on Face Book.

CLUB POWER/WE DID IT: Chairman Gary Harting (Desert Rats) did not have a report, but will have one at the next meeting.

JUNIOR JEEPERS: Served Ice Cream at Trail Jamboree; their events were well received and the kids who participated had a good time.

TRAIL JAMBOREE UPDATE: We received a very nice letter from the Forest Service thanking us for inviting them to participate in Jamboree. They had a really good time and were thrilled with their experience with the 4 X 4 people. The letter came from Michelle King, Kathryn Buchholz and Lauren DuRocher of the Naches Ranger District. Jamboree was well attended and some shared their experiences that they had. We have new Trail Jamboree Co-Directors, they are Ed and Penny Weber (Cascade 4X4's).

PR: Clay Graham (Individual Member) is our PR person and he sends out notices for us. Anything you want sent out, just let him know. Thanks Clay.

PICK UP A MOUNTAIN: Things are coming together and hopefully the weather will cooperate and the forest will not be shut down. The Desert Rats have donated $30 towards the purchase of the Pork for Pulled Pork and they challenge other clubs to do the same. Palachuk's have donated the Pulled Pork in the past but they would appreciate some help with it this year. Get a hold of Alicia Palachuk (Shindig Wheelers) 509 697-4178 our new Chairman for the event if you have door prizes to donate. T-Shirt orders need to be turned in to her by August 24th.

LAND MATTERS
Michelle King of the Naches Ranger District has accepted a temporary position on the Apache-Sitgreaves National Forest in Arizona as a Zoned NEPA Planner; she plans to return to Naches in November. In her absence call the front desk for general information on recreation, campfires, wildfires, and closures; 509-653-1401. Media Inquiries and Forest Policies Mick Mueller, 509-664-9314; NEPA Projects Jodi Leingang, 509-653-1450; Special Use Permits Kathryn Buchholz, 509-653-1434; Prescribed Burning Jason Emhoff, 509-653-1492.

Dave McMains (Hurtin' Units, Columbia Basin Sand Commandos & Cle Elum Ranger District) said the Forest as of today is still open. He said the fire calls are way ahead of last year they are up to 640 incidents. Dave said check with the Forest Service to see if things are open before you decide to go to the mountains.

The Moses Lake Sand Dunes are not being used very much; it's been way to hot!

Ron Rutherford (Jeepin' Nomads) reported nothing new in the Ahtanum. Paper work on the McLaine Canyon Shortcut is stalled for now. There was a good turnout for the Ahtanum clean-up on July 26th.
Jeff Leisey called and canceled the Kaner work party in the Naches due to fire and dry conditions; so we are looking for a new date. After much discussion it looks like it will be sometime next spring.
Ron is going to have a meet and greet with Bill Zimmer the new Naches District Resource Assistant soon, his first day was July 28th. Ron said the Wild Life & Oak Creek meeting will be coming up September 4th to discuss where things are at and some changes that are coming up. They are still looking at September 20th at Pick Up A Mountain to do some maintenance on the North Fork of the Wenas off Road 1701. A lot of things are pending.

Doug Conner (Roamin' Chariots) reported that a meeting a couple weeks ago at the TRAC in Pasco was held on Juniper Dunes. This was put on by the Bureau of Land Management (BLM), Department of Transportation and Franklin County. The initial process of this meeting was to find out just what the public wants. They had some options regarding access, but no decision has been made yet. This meeting was very well attended. Everyone seems to want something to happen quickly. However, it will be sometime before this project is complete. All BLM land in the state is closed for off-road travel as of August 1st. Bottom line in the newspaper article in the Tri-City Herald said People need a legal and safe way in and out of Juniper Dunes. Getting everyone talking is an important move toward that goal.

LITTLE NACHES RESTORATION PROJECT has had a few meetings and field trips . Earl Nettnin, Doug Conner and Ron Rutherford are members of this group, they represent the 4X4's. They are learning more and more about things in the forest. A field trip was held July 28th in the Naches area. This group made up of several users will help put together a list of recommendations to the Forest Service as to what each group would like to see. Another field trip is planned soon with regards to recreation. Comment period will be coming and recommendations will be made to the Forest Service.

We have a new Ranger in Cle Elum, her name is Mary Maj (pronounced May). Dave McMains has met her and she has never been in a Jeep; however, she is looking forward to meeting and working with the 4X4 community. She said she had heard some really good things about our group and is anxious to work with us. She is not a motorized person, but sees the big picture.

So far we haven't heard if a record of decision on the Swauk Pine Restoration Project was announced; the comment period closed May 1, 2014.

Ron Rutherford brought up that Jeff Leisey (Naches Ranger District) wants to have a core group get together and walk a trail, discuss Adopt a Trail, talk about trail maintenance, trail standards etc. Discussion followed on when would be good time to do this; the group thought perhaps at Pick Up A Mountain September 20th would work; Ron will let Jeff know.

Don Andrews (Yakima Valley Timberwolves) asked if we ever have a clean-up in the White Pass area especially around Rim Rock, it's really a mess over there. We haven't as a group done that, however, a clean-up could be organized and hours will count toward a North West Forest Pass. Contact Kevin Hill or Sue Ranger at the Naches Ranger District for details. It takes 16 volunteer hours to get a pass. Don and Ruth Andrews thought they might do that and try to get something going on that.

OLD BUSINESS
Discussion on Region 4 meeting places took place. After much discussion several delegates expressed a desire to have Pasco and Wenatchee added back in the schedule. Gary Harting (Desert Rats) made a motion seconded by Doug Conner (Roamin' Chariots) that we go back to a 4 meeting place schedule adding Wenatchee and Pasco back into the schedule; starting by having the October meeting in Wenatchee; motion carried. So we are back to having four places, Moses Lake, Selah, Wenatchee and Pasco. The place for the October meeting in Wenatchee will be published soon. A revised schedule for the rest of 2014 will be handed out in September in Selah.

NEW BUSINESS
Nominations opened for 2015 Competition Chairmen for Region 4. Kevin & Terri Mohan (Nitty Gritty) were nominated. Nominations closed and will open again in September and be voted on then.

Nominations opened for the Region's most inspirational person. Ron Rutherford and Doug Conner were nominated. Nominations closed and will be re-opened and voted on in September. Award to be made at Pick Up A Mountain.

WINTER CONVENTION - since no club or region stepped up; Winter Convention will be hosted by the PNW4WDA Board of Directors. After discussion Dave McMains made a motion seconded by Ed Massey that Region 4 purchase the mugs for the hospitality room; motion carried. Sande Nettnin will take care of the details.

CLUB REPORTS
Desert Rats - Gary Harting reported that we were trail hosts at Trail Jamboree; some went camping in the Blue Mountains at Mid Way Campground; we did security for Cool Desert Night's Cruise for the last time; and will launch Sprint Boats at St. John's on August 23rd.

Columbia Basin Sand Commandos - Ed Massey reported some went to Trail Jamboree. Not much more going on, they plan to attend Pick Up A Mountain.

Roamin' Chariots - Doug Conner reported they had been camping with the Jeepin' Nomads.

Hurtin' Units - Dave McMains reported they had been doing a little running up in the Liberty area. Some went on a rafting trip down the Yakima River last Sunday. They plan to go to Liberty over Labor Day if the forest is still open. Dave spent a lot of time working with the Forest Service on the fires.

Jeepin' Nomads - Ron Rutherford reported June 21st his club went up in the Ahtanum and showed Jeff Jones (DNR) an abandoned cabin and did some pre-cleaning; this will be a project for next year. June 27-29 they did trail maintenance and camped at White Pass with the Roamin' Chariots and had 54 people attend. July 3 placed one of our trail counters in the Ahtanum. Ron and Barb attended Trail Jamboree; July 21 Glen Croy, Ron, Jeff Leisey and some others did some pre-planning for the Kaner trail work party. July 26 they attended the Ahtanum clean-up.

Yakima ValleyTimberwolves - Don Andrews reported they are alive and well. They did some clean-up on the 613 trail. They attended the Ahtanum Clean-up and are gathering donations for door prizes for Pick Up A Mountain in September.

Wenatchee Mountain Masters - Jamie Tannich and Skip Frans reported they had a run to the Liberty area with the Cascade 4X4's. Their annual Stag Run the week before Trail Jamboree had 20 people attend. Two members went to Trail Jamboree and assisted the White Knuckles hosting.

GOOD OF THE ORDER
Lynn Hanson (Shindig Wheelers) has been hospitalized for 20 days; he is looking forward to getting home soon; the Region will send a thinking of you card.

Kathy (Frogg) McMains father passed away July 19th, condolences to the family. We will send a card from the Region.



Next two Region meeting dates for Region 4 will be:
September 9, 2014 at Magic's Pizza in Selah, WA 7:30 PM
October 14, 2014 7:30 PM in Wenatchee, WA
