A field trip is scheduled for Saturday, Sept. 27, 2014 for the objectors to go up and look at the proposed new staging areas, and the trails that may be put back into the project. Already confirmed my attendance.

Some of the comments at the objection hearing were that this kind of thing needed to be done on the weekends, as most people have to work and that is the only time they have to get up there and interact with the agency people. I give a big thank you to the Forest Supervisor and the staff for making that happen.

I went to the field trip along with several members of Deschutes. The existing proposed staging area just off of Highway 26 is paved with an existing vault toilet already in place. Granted the fire this summer burned up to the edge of the parking area. As the trail system will be built from the outer area back to the staging areas, there will be time for the area to rehab somewhat, naturally, to help mitigate erosion factors. Any hazard trees can be taken care of in the trail build process.

The new proposed staging area will require many trees to be removed and a great deal of ground disturbance as well as restroom facilities. It is also on a slight curve on the highway and may require ODOT clearance and maybe turn lanes considering the coach/camper/trailer traffic. The stream is right next to the highway, with a one lane narrow crossing. This will bring ODF&W into the mix as well if turn lanes are needed.

The main reason for this new proposed staging area, and elimination of the other one, is a trail passes behind several private properties, and the owners are citing trespass issues and possible noise issues. I suggested that if the trail is on a closed road or is new construction, it could be moved further back away from the private property, and if on an existing open road, a buck and pole fence could be constructed to eliminate the trespass issue, using ATV funds and volunteer labor from user groups and landowners, giving each a chance to work with the other. If on an open road the traffic and noise should actually decrease as it will be a 50 inch wide route.

These comments were submitted to the Forest Supervisor, ID Team, Or Exec Dir, and the Region 6 Dir. Got a response from the ID Team that they appreciate the comments and work on the project that I'm doing and they will be made part of the project as it moves forward.
