REGION 4 MINUTES
JUNE 10, 2014
SELAH, WA

Director Earl Nettnin (Desert Rats) called the meeting to order at 7:30 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed. No guests were present.

Before getting started Doug Conner (Roamin’ Chariots) had been given some very old PNW event patches going back to the 1970’s and he wanted to share them with everyone; so please take some. One of each of them was kept aside and will be placed on a display board at Winter Convention.

MINUTES: A motion was made by Doug Conner (Roamin’ Chariots) seconded by Ed Massey (Columbia Basin Sand Commandos) to accept the May 13, 2014 minutes as printed; motion carried.

TREASURER’S REPORT: Given by Treasurer Sande Nettnin (Desert Rats). We have one outstanding bill that was paid by Dave McMains (Hurtin’ Units & Columbia Basin Sand Commandos) for our Incorporation papers for $10. Sande will send Dave a check.

COMP REPORT: Region 4 Team Relay try-outs for Summer Convention will be held at the Outdoor 4X4 race July 19th on the Obstacle Course, in Ethel, WA. Some pictures were passed around covering the roll over of Sid Hagemeier (Shindig Wheelers) at the Moonshiners Play Day in Toppenish over Memorial Week-end. Sid’s Jeep didn’t fare very well but his roll cage did its job; and Sid walked away. Kelda said they had just installed some over the shoulder harness equipment. Sid is looking for a Willy’s body that has been stretched 4 inches at the doorway or one with a decent body. The report was that everyone had a great time and there were lots of roll-overs; all in all it was a great event.

MEMBERSHIP: nothing new.

PNW WEB SITE: nothing new.

CLUB POWER: Chairman Gary Harting (Desert Rats) did not have a report at this time. He is hoping to get the numbers from the Liberty Work party soon so he can make a report at our next meeting.

JR. JEEPERS: Advisor Teia Ireland (Individual member) said she is working on things for Trail Jamboree. She is asking the parents to please have their children bring water clothes (swim suits) and towels. She is always looking for additional help; also donations for prizes for kids would be welcome.

TRAIL JAMBOREE: Co-Chairman Kelda Hagemeier (Shindig Wheelers) said that some people still have not registered that are helping. Kelda said they have a new computer and she cannot open any Word documents. Kelda said she needed someone to sponsor the Ice Cream Social. Ron Rutherford (Jeepin’ Nomads) made a motion seconded by Doug Conner (Roamin’ Chariots) that Region 4 pay $170 for the Ice Cream; motion carried. Kelda also said they needed money for door prizes and she was wondering if Region 4 would like to donate towards this. Discussion followed and Terry Joralemon (Shindig Wheelers) made a motion seconded by Jamie Tannich (Wenatchee Mountain Masters) that we contribute $300.00 for prizes for Trail Jamboree; motion carried.

PR: Clay Graham (Individual Member) sends out information on events etc. If you have anything you want sent out, send the information to Clay and he will get it out. Thanks Clay.

LAND MATTERS
Doug Conner (Roamin’ Chariots) reported that the last time he had talked with the Franklin County Commissioner they were still shooting for 2016 to replace Peterson Road access into Juniper Dunes.

Ron Rutherford (Jeepin’ Nomads) started with the Ahtanum – good news on the short cut trail we’ve been talking about and writing letters on for three years. The name was changed from Jackass Shortcut to McLaine Canyon Shortcut; they have looked at the necessary repairs, walked the trail and discussed its possible relocation. They have agreed to completely relocate this trail to the east by approximately ¾ of a mile. Jeff Jones (DNR) is asking for support letters for funding motorized in the Ahtanum State Forest. Because of all the different people that have to look at it we are looking at 2016-2017. Ron said the reroute looks good for us. Ron said he thought the gate was going to be open on the South Fork of the Ahtanum Memorial Weekend but it didn’t happen, not sure why and we don’t know when it will be opened. The Ahtanum is rolling along and had a lot of use over Memorial weekend. Clay Graham said they had a work party on the 613 last Saturday. The annual opening of the 613 trail is June 28th. The annual Ahtanum clean-up will be July 26, 2014. A new Education & Enforcement person will be coming to Yakima and Kittitas County sometime in August.

Clay Graham reported on the NANEUM that the committee had finished their meetings after two years. They are writing up a final report on their recommendations. The seasonal closures will stay; Clay feels it will be years down the road before things happen. Non-motorized seems to get funded first in our state. Public hearings will be held.

TWIG REPORT – Terry Joralemon (Shindig Wheelers) reported we have a new acting Ranger for the Naches District her name is K.C. Briggs. We also have a temporary Resource Assistant, Lauren Durocher. Jeff Leisy has returned and will work with volunteers. He will be giving a saw certification class on June 14 and June 28. They talked about the 1708 trail repair scheduled for July and August. This project is only going to take the first four miles and will not incorporate the slide up at the top to open the whole project. The Glass Angel project has been sold and the logging outfit is working on the Bald Mountain side and probably won’t be able to switch over to this side until September. They talked about summer projects in each of the user groups and they listed the Kaner trail as their targeted trail for this year. The target date on this is August 23rd. They were going to decommission the 1704 road; however, Mother Nature helped them out by blocking it with a big rock. National Guard may help with the repairs on the Wild Cat and Indian Creek projects. The spring closure has been lifted; they are calling it a “soft opening”, meaning it would not be advertised that it was open – no citations will be issued to anyone on the trail. Everyone felt the meeting was more relaxed than it had been.

Mikki Douglass (CleElum Ranger District) requested grant letters for E & E and a new Jeep for the CleElum Ranger District. Letters are needed by June 20th.

A group has been formed on the Little Naches Restoration Project to discuss a restoration project in the Little Naches Watershed. Earl Nettnin, Ron Rutherford and Doug Conner have attended some of the meetings. Discussion followed, we need to keep watch and listen to what is happening; these meetings are open to the public - the next meeting will be June 30th. They want to put together a recommendation by January 2015.

BALD MOUNTAIN – Ron Rutherford (Jeepin’ Nomads) reported work needs to be done on the 1701 in the North Wenas campground creek area; another project is over by Milk Lake. Ron met again this morning with Ross Huffman (Washington Department of Fish & Wildlife) WDFW so he would have some fresh information for our meeting tonight. He said they had added two more closures. Discussion followed on what Ross wanted to do and he is applying for NOVA funding for work on the trail system in and around Milk Lake for the year 2015. One project we need to show on paper for this year is on the North Fork of the Wenas; work party probably will be sometime in September. Ross is also asking for letters of support for the Rock Creek unit motorized trail improvements; additional information can be found by going to their web site. Letters are due before July 1, 2014.

OLD BUSINESS
The Liberty work party was very successful, we had all the lower trails open that were not a part of the seasonal closure opened by Memorial Weekend. Ed Massey (Columbia Basin Sand Commandos) added that we didn’t have a lot of trees to cut out of the way; not like last year. The snow level was way up high. Ed said he had found some Morel Mushrooms and they were good.


NEW BUSINESS
Discussion on meeting sites for Region 4; last meeting a vote had been taken to do away with the Pasco meetings. The Desert Rats, and Columbia Basin Sand Commandos would like to see the Pasco meetings reinstated; the Mountain Masters would like to have Wenatchee added back. Please take this back to your clubs and discuss it and be prepared to make a decision at our August meeting. Director Earl Nettnin (Desert Rats) asked all please remember that this will take a commitment from everyone. Doug Conner (Roamin’ Chariots) said his place was still available for the Pasco meetings. Gary Harting (Desert Rats) said maybe we need to think about changing the way we get information out as young people don’t seem to be committed to attending meetings. Maybe we need to try and find a way to draw the younger people in. Lots of ideas came floating out; if everyone wants to have it in one place that’s an option too; Magic’s Pizza is not available every 2nd Tuesday of the month. Gary Harting asked that when a vote is taken could it be brought up under new business and not under good of the order. Earl Nettnin said he had talked with the PNW’s Parliamentarian and was told that any business could be brought up at anytime as long as the meeting had not been adjourned and the item was not listed previously on the agenda.

Alicia Palachuk (Shindig Wheelers) said Pam Remley has stepping down as Chairman of Pick Up A Mountain and she was taking over for her. Pam will still be helping in the back ground. Alicia said PUAM is September 19-21, 2014. Some changes this year will be that we have to have port-a-potties so camping will be increased to $20 for the weekend. We need donations for Pulled Pork; Mike and Alicia donate $100 and would challenge other clubs to help out. Alicia also asked for donations for door prizes. Terry Joralemon made a motion seconded by Ruth Andrews (Yakima Valley Timberwolves) that we donate $300 for door prizes; motion carried. A suggestion was made that each club donate something for door, raffle and kids prizes; let Alicia know what you are bringing. We also will give Alicia seed money in the amount of $1000.00. We are working on trying to get donations to pay the dumpster fee.

Ron Rutherford (Jeepin’ Nomads) said a work party on the Kaner will be August 23, 2014. He also said the work party on the North Fork of the Wenas on the 1701 is going to be September 20, 2014; this is Pick Up A Mountain week-end, perhaps we can get a group to handle this since we haven’t had a lot of garbage on the trails.

Jeff Leisy Naches Ranger District would like to lead a session on how to fill out the Adopt A Trail paper work. He said perhaps when we have a big get-together he could have a couple hours to do this. Discussion followed and Ron will tell Jeff we are thinking about it - perhaps during the winter sometime.

GOOD OF THE ORDER
Ron Rutherford (Jeepin’ Nomads) showed us one of the data counters that the PNW purchased.
Gary Harting (Desert Rats) thanked Doug Conner (Roamin’ Chariots) for hosting the Region 4 meetings in Pasco at his shop.
