Exclamation Survey for Discover Pass

Okay... today we were asked to bring some ideas forward to our membership and see what you think would work.

Option 1: One pass for $30 transferrable between two (2) vehicles:
Based on these criteria, the agencies believe that an elegant solution to addressing transferability would be to have every Discover Pass be transferrable between two vehicles. Valid passes would have lines for two license plate numbers, and would be clearly displayed in those vehicles recreating on designated state lands. This option:
•Addresses many if not most of the major transferability complaints
•Has virtually no administrative costs or implementation burdens
•Will not dramatically impact pass revenues

oNote: some interpretations of our survey data suggests more people would buy a transferrable pass.
oNote: some interpretations of our survey data suggest that the options below would generate more revenue.
oNote: Our survey data is very preliminary, and we will know more in a week.
•Cause little to no confusion to the consumers, dealers, venders, agency staff, enforcement officers
•Is very simple
•Is fair to new customers, though existing purchaser of two passes for two vehicles could find it inequitable.
•Might help ensure the success of the program overall through increased customer satisfaction.

Option 2: Option 1 plus optional “2 passes” for $45 .
This option has a different suite of pros and cons. It responds both to the user who wants to transfer one pass between two vehicles in a household as well as those users who wish to use their two vehicles at the same time in different state recreation lands. Analyzed against our criteria, this option
•May address a broader range of transferability concerns than Option 1.
•Will be more costly and time consuming to implement/administer
oWill require development of new, auditable product
oWill require more extensive training for staff, dealers, venders, enforcement officers
oThe degree of administrative cost and time is yet to be fully analyzed.

•Runs the risk of creating confusion for consumers and administrators
•In relative terms, may be less simple than Option 1
•May be viewed by some as more fair,
•Could risk consumer frustration for some, but increase satisfaction by others.

Option 3: Option 1 plus optional “$50 unlimited transferability pass”
Based on these criteria, this option has a different suite of pros and cons. This option
•Would address the broadest range of transferability concerns.
•Will be more costly and time consuming to implement/administer
oWill require development of new, auditable product
oWill require more extensive training for staff, dealers, venders, enforcement officers
oThe degree of administrative cost and time is yet to be fully analyzed.

•Runs the risk of creating confusion for consumers and administrators
•In relative terms, may be less simple than Option 1
•May be viewed by some as more fair,
•Could risk consumer frustration for some, but increase satisfaction by others.

Please provide comment and pass it along.. I need feedback by Nov 8th.

One step at a time and we will get there.. Next step is getting a bigger slice of the pie instead of just the 8%. Please note again for those of you putting ORV Tabs on street rigs.. those are not exempt from the pass.. they still view those as street legal and need a pass. Helps our cause for the money but does not get away from the need for the pass.

These options were given to me by the DNR. But they are being worked on by all 3 agencies.

In option 1, Would the pass allow the use of 2 vehicles at the same place at the same time ? (towed in street legal rig and tow vehicle) Wouldnt you need two passes so one can be displayed in each vehicle ?

You would need 2 passes. It just mean I get one for the motor home and I can use in my other tow rig as well if I use it the next time!

So do any of these options really cure the problem of not having to buy multiple passes just to take your tow rig and street legal wheeler to Elbe ?

Correct me if im wrong but ten years ago the state didnt even give you a vehicle access pass when you bought a hunting or fishing license. But now we have to pay twice for the pass. Just to drive on a road thats hardly maintained anyways.

No magic answers.. 10 years ago we were not facing closer of parks due to low usage and higher costs.. but like everything else if they can tax us the charge us.. call your legislators.. they are the ones with the current influence. I sent your last comments to DNR waiting to see what that brings back for reply.. I will post.

In the past the state has had to completely revamp and restructure bad laws that add tax's in a way that make no sense. Currently we are being asked how we feel this bad tax (improperly called a user fee) can be restructured to something that we will agree with.

Starting over appears to not be an option. However in my view as well as the hordes of people I talk to that seems to be the vast opinion. Express that thought to those that ask for an answer to this poor law.

I really don't like any of the options but I have to go with #1.

I have to buy 3 passes just to camp with tow rig, Jeep and wife's car so she can get to camp after work. My complaint is that we have other rigs we use to use instead of the normal ones at times before the Discover Pass was required. One Pass for $30 transferable between 2 vehicles would give us the option of taking the CJ5 instead of my XJ and my wife's wheeler instead of daily driver.

I would like to see the pass not have any plate numbers on them like a NW Forest Pass.

I agree with the pass not having a licenses plate number. Just one pass that will work if its hung on the rear view or set on the dash.

No discovery pass for DNR land !!!! Let them get the nova funding .
