Default March 2012 Meeting Minutes

Region 3 Minutes
20 March 2012

Region 3 Director Kyle Wiebold called the meeting to order at 7:45 p.m., followed by the flag salute and a moment of silence.

ROLL CALL
Fourteen Clubs were present this evening including Cascade Cruisers; Flat Broke & 4-Wheeling; Hubs in; Mud Puppies; Mud-A-Rama; Our Gang Off-Road; Piston’s Wild –Oregon; Piston’s Wild –Washington; PNW Individual Member Club; Push N Pulls; Sand Fleas; Trailbreakers; Vancouver 4 Wheelers.

HOSTING CLUB: Thank you to 4 Wheel Parts for providing pizza this evening.

MINUTES
Don Jensen made the motion, seconded by Kristen Smith, that the February 2012 meeting minutes be accepted as printed. The motion carried.

OFFICER REPORTS
Region Director Kyle Wiebold – Membership – The website is now up and running. Kyle advised that the clubs that mailed in their dues will still need to go online. The membership roster will need to be updated as the club has been set up but only 1 person is listed.
Kyle attended the board meeting and there are two bylaw proposals that are being submitted. Carol Jensen is submitting a bylaw proposal regarding the treasurer position. The proposal will make a change to the requirements that need to be met in order to become the treasurer for the PNW4WDA. Kyle is submitting a bylaw proposal to help offset the cost of putting on the Convention. It would be a fund for clubs or a Region to put on Winter or Summer Convention for up to $5,000.00.
At this time the Board of Directors is hosting Winter Convention unless a club or Region volunteers to put on the Convention.
Kyle and Rick went over the Winter Convention Expense Report. They answered all questions by the delegates. Rick Smith made a motion to accept the Winter Convention Report. Earl Freimuth second the motion. Motion carried.

Vice Director Tom Fisher – No Report

Secretary Margaret Schiedler– Turned in meeting minutes to Tri-Power and put the meeting minutes on PNW4WDA website.

Treasurer Rick Levine – Rick gave the treasurer report for March. Don Jensen made the motion seconded by Kristen Smith, that the treasurer report be accepted as read. The motion carried.

Public Relations James August – No Report. James is inquiring about putting a booth at the Barrel Racing Extravaganza to promote the PNW4WDA. Kyle let him know that there will be a booth and asked him to get in touch with Diana Stafford.

Competition Marty Tilford – Marty is asking that anyone who is interested in racing at the Barrel Racing Extravaganza contact Marty or Kyle immediately. There is an autograph book that is being put together and would like to have a picture of the race vehicles. Marty let us know that the racer’s need to be 18 and older. Minors are not allowed to race at this event. Marty is handling the parking and security of the event. He is having the boy scouts come in and handle the parking. He is asking for volunteers to help with security. All racer’s and volunteers are eligible for free camping. General Admission is $10 children under age of 10 is free.

Oregon Land Matters Jeff Bowman – was absent this evening. Jeff contacted Kyle and asked that he let us know that the work party for March was cancelled due to snow.

Washington Land Matters Kira Dominiak – Discover Pass: HB 2373 in regards to the transferability of the Discover Pass, the following provisions are: 1) makes the Discover Pass transferable between two vehicles, retroactive immediately; 2) adds a $50, universally transferable Discover Pass; 3) lets Discover Pass purchasers choose a start date for their Discover Pass; 4) requires state land agencies to find consistent recreational policies where inconsistencies exit and to report back to the legislature by Dec 31, 2012 on plans and progress. This would be enacted upon the Governor’s signing. This HB is not over yet, the Senate has to decide if they concur with these provisions. If the Senate finds any differences severe enough then it would be taken up in a House-Senate conference.
Naches: Spring Trail Closures proposed action, tentative trail closure are April 1- June 1 annually. These dates are flexible and would depend on the weather and trail conditions. This proposed action will allow volunteers to do trail maintenance before they officially open and to explore all impacts of rec. use and how to better the trail system.
Yacolt Burn Trails Project: The DNR/SEPA responses to the public comments are getting closer to being done. Just awaiting the second draft of the responses to be approved, but things are still moving forward. DNR upper management has chosen to work with Clark County for the permitting due to the on-going issues with the Reiter project. DNR does not want to run into unexpected “surprises” with this project. Josh Rieppe is working diligently with the county to stay on top of this. Things are moving forward.

Club Power/We Did It/Quill Power – Our Gang OffRoad has turned in the first Club Power of the year.

IAD Don and Carol Jensen– Save the hammers.org is in need of donations. Del Albright has put together recreational leadership training. The cost is $150 for the training.
Carol let us know that if you are part of the PNW Group Exemption you need to go to www.irs.gov to e-file by May 15, 2012. If you are not sure if you are part of the exemption, please contact Carol.

COMMITTEES
Ways and Means Kristen Smith– Kristen let us know that she has patches and stickers available. T-shirt and sweatshirts will be available at the April Meeting.

OLD BUSINESS
No Old Business

NEW BUSINESS
There has been some development in regards to the beach cleanup that we do every year. It used to be that the state parks would give us camping for free. State parks are only offering free camping for Saturday. If you want to camp on Friday night it will be $22. We are currently looking into other places to camp for the volunteers.
