REGION 4 MINUTES
March 12, 2013
Pasco, WA

Director Earl Nettnin (Desert Rats) called the meeting to order at 7:35 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed. Doug Conner (Roamin’ Chariots) reported that he had word that Suzanne Niemeyer a former Peak Putter member had passed away and Randy Reynolds (Sand Commandos) was diagnosed with cancer. No guests were present tonight.

MINUTES: A motion was made by Doug Conner (Roamin’ Chariots) seconded by Ed Massey (Sand Commandos & Hurtin’ Units) to accept the February minutes as printed; motion passed.

TREASURER’S REPORT: Sande Nettnin (Desert Rats) gave the report. She said she had received thank you letters from Blue Ribbon for our $250 donation; and WOHVA for our $250 donation and our $100 membership in WOHVA. We have a request from Teia Ireland (Yakima Kittitas Forest Watch) for money for prizes for kids at Trail Jamboree. Discussion followed and a motion was made by Randy Hayes (Sand Commandos); seconded by Ed Massey (Hurtin’ Units & Sand Commandos) that we give her $200 for the Jr. Jeepers; motion passed.

COMP REPORT: Competition events are posted on the Web site.

MEMBERSHIP: We have lost one club this year; Windy City Wheelers have not renewed and another club is on the fence about renewing.

PNW WEB SITE: PNW4WDA President Angie Marek (Spanaway Moonshiners) has asked that we try real hard to communicate what’s going on. She has picked a theme for this year and it’s TEAM and it stands for (Together Everyone Accomplishes More).

CLUB POWER/WE DID IT: Forms are on the Web site, or contact our Club Power/We Did It person Gary Harting (Desert Rats) if you need forms. Be sure to fill out forms when your club has an activity and turn them in so we can have a record of activities we have participated in.

PR: Clay Graham (Yakima Kittitas Forest Watch) is putting info out to our alert list. If you have anything you want sent out; get the information to Clay and he will send it out.

LAND MATTERS:
Doug Conner (Roamin’ Chariots) reported he had invited Matt Rasmussen Franklin County Engineer to attend our meeting tonight, but Matt was not able to attend. Doug said not much was going on at Juniper Dunes but he had been having a good time out there. No decision on the new access road has been made.

Travel Management for the Okanogan-Wenatchee National Forest was to be out this winter or spring; however, they are now saying late spring or summer. It has to be completed in 2015. This document is large, hundreds of pages and over an inch thick. It’s too expensive to mail so you can request a CD or look at it on line.

The Planning Rule for the Forest Revision Plan is seeking public comment on the proposed directives. The preliminary copy of the proposed directives can be found on their Web site. This is also a huge file approximately 90 chapters.

Flood Repair Project in the Naches and CleElum Ranger Districts need comments. If you don’t submit a comment you can’t appeal their decision. The Forest Service preferred alternatives are decommission or fix and repair. They seem to be most interested in decommissioning them. The EA (Environmental Analysis) should come out in mid-March and that will start the official comment period. So we need to write letters stating what we would like to see, be sure that you give them reasons why you don’t want closure of the trails.

There will not be a WOHVA Rally at the Capitol this year.

Cle Elum Ranger District has said that the opening of trails in the Liberty area will be the same as last year. The work party will start May 18 and continue through May 27. Trails will be opened when it has been determined they are ready.

Naches Ranger District has reported that all trails will be closed as of April 1st and no ending date has been assigned. In the past it has been June 15th, but the ranger has not decided when they will be opened. Kevin Hill is the trail person for motorized in the Naches District.

The Ahtanum will open up to motorized April 1st (subject to an extension due to weather).

Chad James Recreation Officer for DNR has gone back to Fire Fighting so that leaves Jeff Jones head of Southeast Recreation Coordinator for DNR by himself again.

The Nelli Restoration project has gone back to analysis because of the Spotted Owl.

The Glass Angel was supposed to be completed a few years ago, but it should be starting this year. They have had trouble getting a bid on the timber.

Director Earl Nettnin (Desert Rats) got a letter back from Joseph Gibbens (Olympic National Forest) regarding comments on the Copper City & Granite Lake proposed action. Mr. Gibbens said additional field studies may be conducted at the site in 2013 (based on funding availability) and he would keep us informed on the status of the project as they move forward. Everyone who made comments received the same form letter back. They want to cover up the tailing piles and they had three alternatives listed, cover in place, close everything down and seal in place, or haul everything out. Our choice is seal in place that way the road stays open. The tailing piles have been there for over 100 years.

The next TWIG meeting is Tuesday April 2nd. At 6 PM a NEPA class will be held before the 7 PM TWIG meeting. Flood repair projects will be discussed at the TWIG meeting so you will be able to make comments and hand them in that night. Also up for discussion at the meeting is if we want to change the name of the TWIG meetings and submit a logo. Several other items will be discussed; hopefully they will tell us what they have planned for the summer.

Ron Rutherford (Jeepin’ Nomads) is heading up a work party on the Main Rattlesnake 4-wheel drive trail 620 to repair the road going into the campground. This is a work party with all users July 19th – 21st, 2013.

Concerns have been raised that there is a lack of Green Dot roads in the Barber Springs/Hudson Creek area. Part of the roads are on private property and the owner does not want the roads marked as Green Dot roads.

Clay Graham (Yakima Kittitas Forest Watch) is on the Naneum Ridge State Forest Committee. They are trying to get a recreational guide for it. Clay is pushing for camp grounds.

Johnson Valley California (The Hammers). The Marine Corps wants to take over this land and shut out the OHV community. Lots of e-mails were sent to the White House opposing this, however, nothing has been settled yet.

Greg Mumm (Executive Director for Blue Ribbon) has a newsletter out thanking everyone for their comments to him when he was on his Turn the Tide Motorcycle Ride. Greg said he is putting together a list of the top 6 suggestions for BRC to focus on as well as BRC national advocacy concerns for 2013.
He says the response has been tremendous. You can find info at www.sharetrails.org.

Team BF Goodrich has added Del Albright to the 2013 team. Del is a Blue Ribbon Coalition Ambassador. If you have a favorite trail you would like to nominate a form can be found on the ARRA web site at www.ARRA.ACCESS.COM. The deadline is March 29th, 2013.

Ed Massey (Sand Commandos & Hurtin’ Units) said the Moses Lake Clean-up will be April 27th, 2013.

OLD BUSINESS
At our last meeting it was decided to order a free Blue Ribbon Banner and a box of books called Shortcuts to Land Use and Volunteerism. The banner and books are here.

At Winter Convention a program was introduced by 4-Wheel Parts. Information on this Program was sent to all PNW club members encouraging them to sign up and take advantage of this program. More information can be found at 4wheelparts.com, look for the Jeep Club Program for more information.

NEW BUSINESS
The Slab clean-up is scheduled for Saturday March 23rd. Clay Graham (Yakima Kittitas Forest Watch) is the contact person. Bring garbage bags.

Trail Jamboree Clean-up at Jim Sprick Park April 19th -21st, 2013. Hobo Stew will be served at noon, bring one can of something to add to the stew; a pot luck will be held Saturday night.

A PLANNING MEETING FOR PUAM will take place April 20th at 3 PM at the Jim Sprick Park Clean-up. If you are signed up to help this means you and anyone else who would like to help, plan to attend.

At the PNW Board meeting President Angie Marek (Spanaway Moonshiners) asked the Region Directors to ask at their region meetings what goals they would like to have the PNW handle this year. Delegates take this back to your clubs and bring a list to our next region meeting. President Angie also asked for input with the Scholarship program. Currently we give scholarships for one boy and one girl in the amount of $500.00 each. Would you like to see the amount of each increased, if so what amounts. This will be on the agenda for review at the June Board meeting.

Region 4 has a new place to meet in Moses Lake. We have moved to Ralphie’s, 323 South Pioneer Way, Moses Lake, WA

CLUB REPORTS
Desert Rats: have had camping and fishing trips to the Tucannon. We are revamping our By-Laws. We will be hosting at Trail Jamboree. We have had a couple of clean-ups in Kennewick off Olympia street where people have been dumping trash.
Sand Commandos: have a run this Saturday March 16th to go GEOCASHING up old Vantage Highway and over to Ellensburg and back. Four families are going to Liberty in May for the work party, and Ed’s family will have a reunion there.
Roamin’ Chariots and the Jeepin’ Nomads will be camping at the Pot Holes St. Park March 21st – 24th.
Hurtin’ Units: are going to the Liberty Trail Clean-up in May, and they are working on their rigs.
Peak Putters: Saturday February 23rd a group headed to find some snow on Cowiche Mill Road. They found snow and crazy wind and it was very cold, they had some carnage but it was a good day of wheeling. Some went to Webber Canyon on February 10th. Some attended the Slab event sponsored by Eastern Washington Adventures. They have 2 members who have 4-door JK’s and they seem to get stuck a lot so they called them the (Stuck-A-Lots). Camp Shamp run will be in Mid April in the Ahtanum.
