REGION 4 MINUTES
JUNE 11, 2013
PASCO, WA

Director Earl Nettnin (Desert Rats) called the meeting to order at 7:35 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed. Earl asked everyone to please remember the Retterer family, William and Sherri Retterer (brother and sister-in-law) of the Peak Putters President Lee Retterer was killed in an accident in Naches on June 8th. A card was sent from the Region.

MINUTES: Randy Hayes (Columbia Basin Sand Commandos) made a motion seconded by Doug Conner (Roamin’ Chariots) that we accept the May 14th minutes as printed; motion passed.

TREASURER Sande Nettnin (Desert Rats) gave the Treasurer’s report. We have no outstanding bills at this time.

COMP: The place for Summer Convention has changed due to over booking at the Ethel site. See Tri-Power and the PNW’s Web site for further information. Summer Convention is August 9, 10 & 11, 2013.

PNW’S WEB SITE: is being updated.

CLUB POWER/WE DID IT Chairman Gary Harting (Desert Rats) said he had received paper work for the Jim Sprick Park clean-up but he didn’t have a tally of workers and hours worked yet. He also has received several letters for Quill Power.

JR JEEPERS Advisor Teia Ireland (Yakima Kittitas Forest Watch) will not be at Trail Jamboree but her sisters will step in for her and handle the activities.

TRAIL JAMBOREE: The Desert Rats are Trail Hosts and they have Olympic 4X4 as their sponsor.

LAND MATTERS
Juniper Dunes update – Doug Conner (Roamin’ Chariots) said he had invited the Franklin County Engineer (Matt Rasmussen) to attend our meeting, but since it was his 8th Wedding Anniversary he didn’t think his wife would appreciate him being gone. Doug said Matt told him that the paper work for the Grant to fix the road has gone in and we are waiting to see if it’s approved. If the grant does not come through they plan to take the money they have and do what they can. Earl and Doug attended a meeting with BLM, County Commissioners, County Engineers and FLAP (Federal Land Access Program) Representatives; the purpose of this meeting was to show the need for legal public access and to secure a grant for its completion. So once again we wait and see.
TRAVEL MANAGEMENT PLAN was hoping to have a Draft Environmental Impact Statement (DEIS) ready for review later this winter or spring; however we have nothing at this time.
THE FOREST PLAN REVISION has been worked on since 2003, Forest Service says progress continues to be made “behind the scenes” on development of the draft revised forest plans, and draft environmental impact statements and alternatives which are targeted for release next winter (2013-2014) A 90 day public review and comment period is planned.
We have heard nothing on the BLM Management Plan either.
WENAS – DNR is working with land owners over closures in the area.
WHOVA has sent a letter to the Forest Service on the Mt. Baker-Snoqualmie National Forest sustainable roads meetings. Beginning with the selection of the WTA and the Wilderness Society as public facilitators of the meetings asking for an RSVP and only accepting the first 40 people on a first come first served basis to limit attendance. This is not acceptable when you limit the number of people it’s not a public meeting.
LIBERTY WORK PARTY- All the lower trails were opened before Memorial weekend. The weather was nice for a few days, then it rained, and snowed and rained some more. Some of the trails were a little slick.
TWIG meeting is tonight we so don’t have a report.
The work party on the 620 Rattlesnake Trail will be July 19-21, 2013. Ron Rutherford is the person of contact. Camping will be available at the Old Guard Station on the 1500 road. This is DNR land; however, we have been approved to camp there without a Discover Pass. Ron is waiting for something in writing to that effect. Jeff Leisy of the Forest Service is still planning on helping with the project.
NACHES – We received word today that all motorized trails will be open on the Naches Ranger District as of June 11th.
Prescribed burning is to begin in the Glass Angel area.
Flood Repair Projects – Discussion followed – the comment period is coming to an end soon. If you want to comment on the 1700 System Flood Repair project which includes roads 1700-416C, 1703, 1704, and 1708 the deadline is June 17, 2013. The 1702 System Flood Repair Project includes roads 1702, and 1702-550, the comment period ends June 17, 2013. The 1501 Flood Repair Project comment period ends June 24, 2013. Please send your comments to Michelle King of the Forest Service. You can also make your comments by telephone at 509-653-1420. If you don’t make a comment you have no appeal.
The 3300 road system comment period has closed; no decision has been made yet.
Nelli comment period has also closed and no decision has been made yet.
The Naneum Ridge Committee continues to meet and the findings will be published after the committee has finished all their meetings.
The Ahtanum State Forest is open for recreation and Memorial Week-end was very busy.

OLD BUSINESS
Please remember that our July 9th Region 4 meeting has been canceled. Our next meeting will be held August 13th in Selah, WA at Magic’s Pizza.

PICK UP A MOUNTAIN: Pam Remley and Alicia Palachuk are still looking for help. Pick Up A Mountain is September 20th, 21st & 22nd, 2013 staging at Jim Sprick Park.

NEW BUSINESS
Donating door prizes for Trail Jamboree was discussed.

CLUB REPORTS

Desert Rats –Jim (Stuckie) Bregger attended the Liberty work party. We are working with the Richland Chamber of Commerce to help with traffic control for the Friday night cruise for Cool Desert Nights. We have a sponsor for Trail Jamboree. Some of our club will go to St. John’s this weekend to help launch Sprint Boats.
Sand Commandos – have three candidates. They enjoyed the Liberty work party.
Roamin’ Chariots - have been camping with the Jeepin’ Nomads, over Memorial weekend they camped at Rim Rock Lake and did some volunteer work, brushed out roads into the campground and rescued some people who were afraid to go forward (they didn’t have reverse) never mind the fact they were sitting on a level road. They checked out the trails the Nomads had adopted to see if they needed work.
Hurtin’ Units – were at the Liberty work party too and did most of the tree cutting. They may go to Liberty for Father’s Day weekend.
Peak Putters - had their annual Camp Schamp run with 15 or 16 rigs. Had a Blue Lake run May 5th, May 11th had their 3-ball gathering at Juniper Dunes; May 18th & 19th had a stag run in the Colockum; June 22nd & 23rd is their annual Soap Box Derby and Boat Race weekend July 29th a run has been called to Rim Rock.

GOOD OF THE ORDER
Late breaking news: Dale Neuman’s Liberty upper trails work party has been canceled. Dale Neuman, Mike Dolfay and Dave McMains checked out the upper trails and decided things were pretty good shape. Dave’s club The Hurtin’ Units are going up Father’s Day weekend and they felt they could take care of things since the snow was gone and not much tree fall on the trails to clean up.

Sande and Earl, having members of PNW4WDA show for my brother and sister-in-laws funeral speaks volumes and is something that will not be soon forgotten. I look forward to seeing you again soon.
