October Meeting Minutes
Region 3 Minutes
21 October 2014
Region 3 Director Kyle Wiebold called the meeting to order at 7:00 p.m. followed by the flag salute and a moment of silence for the sick and departed. A long time Region 3 member Bill Manbeck has passed. Please keep his family in your thoughts and prayers.
Nine Clubs were present this evening including: Bri & Bub OffRoad; Flat Broke & 4-Wheelin’; Hubs in; Mud-A-Rama; Our Gang Off-Road; Piston’s Wild –Washington; Push N Pulls; Sand Fleas; Vancouver 4 Wheelers.
Welcome Robert long time wheeler. He saw the PNW sign in 4 Wheel Parts. Welcome Olivia future member of Bri and Bub Off-Road.
HOSTING CLUB: Thank you to 4 Wheel Parts for providing pizza this evening.
Ryan Reusser made a motion to accept the September meeting minutes as printed. Kristen Smith seconds the motion. Motion Carried.
Region Director Kyle Wiebold – The year is winding down and things are quiet. He is here to help in any way that he can.
Vice Director Tom Fisher – Absent
Secretary Margaret Schiedler– Turned in September meeting minutes to Tri-Power.
Treasurer Rick Levine – Absent
Public Relations Teresa Sullivan – Teresa attended the Fast Specialists show and there was a lot of interest in the PNW booth. Ryan Reusser made a motion to have Region 3 organize a meet and greet. Discussion ensued – motion was not brought to a vote. Trophy Challenge is complete. A total of $200 was donated to two worthy clubs. $473.78 was donated to ODF Trail Building Fund and $473.78 was donated to PNW Region 3 this money has been earmarked for Trail Building in Region 3.
Competition Marty Tilford – Steve Zentner – Competition Chairman updated the delegates on upcoming events and things he is hoping to accomplish. Donations have been received for next year’s clean-up for Ethel. Discussion ensued on other venues to check into for potential races. Saturday, May 2, 2015 Barrel Race in Longview, Washington. Kyle has placed an order for 2014 Summer Convention Dingies.
Oregon Land Matters Randy Drake – Updated delegates on the happenings around the state of Oregon. They are trying to get federal funding for Rim Butte (South of Bend). Please think about running for Oregon Director. Nominations will be open Winter Convention 2015.
Washington Land Matters Crystal Crowder – The equipment has been pulled out of Yacolt Burn for the winter. Trail building will start up again this spring. Trails 1 and 2 are complete and Trails 3 and 4 are almost complete. Phase 1 will be about 4.5 miles of new trails. Volunteers have donated approximately 6000 hours which equates to almost $100,000 matching grant funds. Thank you to everyone that wrote support letters. Unfortunately, a support letter was not received from the association. DNR presented a grant proposal at the NOVA presentations and received great support except from the 4x4 representative.

Ways and Means Kristen Smith– She has patches available for purchase. The website store is up.
Membership Kristen Smith– Kristen handed out renewal notices. The clubs that were not present will receive the notice by mail. Please note: The membership dues are due by January 31, 2015. If you do not pay the dues by this date on February 1, 2015 a 10% late fee will be added. Please make sure to update the dependents in your club. If you are uncomfortable putting the dependents date of birth. Please input 1/1/ child’s birth year.
OLD BUSINESS – Thank you to everyone who attended Flat Broke and 4 Wheelin’ event. The event was a success and had 60 walk ups this year.
The board is putting on Winter Convention and it will be held Valentine’s weekend in Bothell, Washington.

Thanks so much for throwing me under the bus without talking to me about the issue Crystal. The reason your DNR guy got questioned by me is because of the very low number he put in for matching volunteer hours I know that your group put in way more that he claimed. Matching hours are probably the most important fact that the NOVA committee members look at. The higher the number the better the scores from the other members that don't really know what's going on there. By bringing up the issue with him I probably was able to raise your projects scoring. Had I kept quiet the project would most likely been scored very low. There were a couple of members that asked about the high cost per mile but it was explained that 4x4 trails take more work and therefore cost more. As for the letter of recommendation I believe I explained that to you last session that I see an ethical issue with written support letters since I am on the committee. I take great care in letting the committee members know how I/ We feel about these projects to the point of getting shut down by the moderator more than any other member. Please next time ask me before just making assumptions about my dedication to our sport and our association. Thanks for all of your hard work. Jim
