Default ASF Recreation Plan Public meeting (9-22-09)

SEPA LEAD AGENCY & DETERMINATION OF NONSIGNIFICANCE

This is to advise you that pursuant to WAC 197-11-900 (922 through 948), the Department of Natural Resources has determined that it is Lead Agency for the following:


Ahtanum State Forest Recreation Plan. The Ahtanum State Forest is an approximately 76,000-acre block of state trust land and by law is managed primarily for resource management. Recreation and public access occur as secondary activities as long as they do not impact the departmentís ability to protect natural resources and the environment and manage the land base to provide benefits for the trust beneficiaries. Current designated recreation facilities within the Ahtanum State Forest include five campgrounds, one trailhead, one Sno-Park, one vista, and 23 miles of recreation trail. In addition, the Green Dot Road system is managed for recreational and management traffic and has groomed snowmobile areas during the winter months. Providing for designated and managed recreation opportunities on DNR lands is an important part of meeting public demand for outdoor recreation activities such as hiking and wildlife viewing but fewer opportunities exist for those interested in uses such as horseback riding, mountain biking and ORV riding. DNR lands often present the only opportunity for these types of uses. The recreation planning process offers the best opportunity for DNR to meet its land management obligations while achieving multiple-use objectives and gaining the support of recreation users to maintain and manage the area. Public participation in the planning process was an integral part of creating the draft Ahtanum State Forest Recreation Plan. This planning area covers the entire Ahtanum State Forest located approximately 30 miles west of Yakima, WA.

Pursuant to WAC 332-41-504, this proposal was filed in the departmentís SEPA Center at the Natural Resources Building, 1111 Washington Street SE, P.O. Box 47015, Olympia, Washington, on September 9, 2009. We will consider comments on this proposed DNS received by 4:30 p.m. on October 9, 2009. Comments should be submitted to the SEPA Center at, sepacenter@dnr.wa.gov or P.O. Box 47015, Olympia, Washington 98504-7015 for distribution to the responsible official. Please include the file number listed above on all comments.
