I would imagine it's no different than a load on the freeway. Total width must not exceed xx". That means mirrors, curb feelers, fenders, tire bulge, etc.

There's nothing wrong with that as long as people respect that rule. There's "down hill only" trails in the Rimrock area but people abuse that all the time.:(
