Default Thoughts on Recreational Annual Pass?

I would like to start a discussion on the proposed Rereational Annual Pass for $40 starting in September 2011

Does everyone understand the breakdown of where your money is going?

8% to Dept of Fish and Wildlife
8% to Dept of Natural Resources
84% to Washington State Parks and Recreation Commission

There's a simillar thread running but here's what I wrote..


"This was discussed at the Reiter focus group meeting this evening. The 84%-8%-8% is based on the requested budget from the 3 agencies. Parks requires a much larger budget to make ends meet......I think the breakdown needs to be researched and needs to be based on the areas where the users recreate who bought the passes...The fee is based on a goal of 71 million dollars for all 3 agencies to make budget. What happens to the monies past the 71 mill hasen't been addressed. We need to be sure this money won't get taken for the general fund.....02c "

I also wrote that I think this plan stinks.

I agree with Binder, This plan stinks to no end. 84% to state parks is wayyyy to much. I have no issue with the $40.00 but I want to be able to designate where it goes or at l.east who benifints the most from it

I am going to hold off on comment or judgement until the final draft is issued, as this draft is a rough draft, brought up only for discussion...

I know that WA DNR is in a bad financial situation, but our elected folks in Olympia already stole our funding (NOVA) to pay for state parks...now they want us to fork over additional money with out any guarantee that they won't just take it as well.

Am I missing something here?

I'm not opposed to a pay-to-play system, but would like to know that the money was directly supporting OHV recreation. Mark Maureen has already said that he can't guarantee anything.

I am all about paying as long as the money goes toward the areas that I am playing in. Also I would like to see some kind of wording in there to say that if the money is taken from the DNR that I no longer have to pay for this pass to play in DNR land. A little checkbox on the pass registration could tell us what the split is.

EX, when you buy the pass mark where you will be using the pass-
-State parks (car camping/ picknics)
-D F&W (hunting/fishing/hiking)
-DNR (recreation sites)

Now I would like to see the DNR recreation split up into Motorized/non motorized/hiking categories but no matter what I want it will probably not happen.
