Default July 12, 2011 Region 4 Minutes

JULY 12, 2011
Director Earl Nettnin (Desert Rats) called the meeting to order at 7:30 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed. No guests were present.

Minutes: Motion was made by Gary Harting (Desert Rats) seconded by Ed Massey (Sand Commandos and Hurtin’ Units) to accept the June minutes as printed. Motion passed.

Treasurers Report: Secretary/Treasurer Sande Nettnin (Desert Rats) gave the report. No outstanding bills at this time.

Comp Report: Summer Convention will be held August 12-14 at Straddleline ORV Park. The Comp committee is asking if you have a Comp number and you want to keep it, please contact Kevin and Terri Mohan at tmohan1@live.com before August otherwise your number will be reassigned.

Membership: no change

PNW Web Site: Each club needs to have a person of contact so please notify the Web Master who your contact person is ASAP. Web Master Edward Campbell dogfather@dogpoundoffroad.org. Club Power/We Did It: Gary Harting (Desert Rats) said he is working on recording the paper work that has been turned in.

Junior Jeepers: Advisor Gloria Joralemon (Shindig Wheelers) has requested the Region give money to purchase prizes for kids at Pick Up A Mountain. After discussion a motion was made by Ed Massey (Hurtin’ Units & Sand Commandos) seconded by Ron Rutherford (Jeepin’ Nomads) that we give $200 for prizes for kids at Pick Up A Mountain. Motion passed.

Trail Jamboree: Co-Chairmen Sid & Kelda Hagemeier (Shindig Wheelers) were not present, but everyone who attended felt it went very well. Gary Harting (Desert Rats) said this was the first year in a long time that the Desert Rats had hosted a trail run and he felt they did a good job. Gary thanked Ron Rutherford (Jeepin’ Nomads) for helping the Desert Rats because Gary’s Jeep was not running. Marty Tillford (Vancouver 4-Wheelers) also hosted with the Desert Rats; Marty attended the overnight run as a host. During the event the Desert Rats also did some trail repair on the Naches Trail and Little Rattlesnake. Everyone felt it would have been nice to have had more vendors.

Ron Rutherford (Jeepin’ Nomads) reported that the new parking area in the Ahtanum (Whites RidgeTrail) has been completed and we are waiting to hear the dedication date. Logging is going on in the Ahtanum and will be until December 15. Loggers are using the CB channel 14. There will be a clean-up in the Ahtanum on July 30th hosted by Yakima Kittitas Forest Watch with cooperation from the DNR (Department of Natural Resources). The Discover Pass will be required however, volunteers will be covered. Discussion followed on the Discover Pass and where it is required; more information go to www.discoverpass.wa.gov. Volunteer hours will be counted starting July 1, 2011 towards your first complimentary Discover Pass. You need 24 hours of volunteer work to qualify for a pass.

Nothing new on Glass Angel decision probably next year.

Juniper Dunes: word is they are starting to make Peterson Road into a county road so we will have legal access.
Bald Mountain: According to Rance Block (Rocky Mountain Elk) when the Governor signs the budget money was allocated for the purchase of the land so the land will be owned by Fish & Wild Life, and the Nature Conservancy will be out of the picture.

Grant money for the NOVA funds have been awarded, you can view them on the Forum on the PNW’s Web site - click on Land Matters Discussion Area then NOVA Grant Standings. Discussion followed on Fuel tax cap and what it will mean for the NOVA funds. Check out Initiative I-1125 for more information.

Colville and Okanogan-Wenatchee National Forests Plan Revision Public Scoping meetings are being held in several areas. The ones closest to us will be in Wenatchee August 6 at the Wenatchee Convention Center 9:00 AM–12:30 PM. Yakima August 10 at the Yakima Convention Center 5–7 PM and Cle Elum August 11 at the Cle Elum Centennial Center from 5–7 PM. Forest Service representatives will provide a brief presentation about the proposed action and the public comment process, followed by a short question and answer session. Tables will be set up in an open house format.

We received word from SEMA (Specialty Equipment Market Association) that congress is pondering fees to improve off-highway vehicle access. So there may be more user fees to recreate on Public Lands - just a heads up for now.

Nothing more on the Travel Management Plan probably will go into effect the spring of 2012.

BLM (Bureau of Land Management) is holding public workshops to gather public input for the Eastern Washington and San Juan Resource Management Plan. Meetings will be held in Yakima July 25 from 6-9 PM at Oxford Suites; Wenatchee July 28 from 6-9 PM at Chelan PUD; Goldendale August 1 from
6-9 PM at Klickitat PUD; and Pasco August 2 from 6-9 PM at TRAC Center. More information is available on the project website www.blm.gov/or/districts/spokane/plans/ewsjrmp.

Rock Crawl – Nothing new to report at this time.

Trail Jamboree was discussed previously. Save the date July 11-15, 2012 for next year.

Ron Rutherford (Jeepin’ Nomads) reported on the grant we had worked on a couple years ago for the Naches District for Trail Maintenance and Improvements that was for 28 days for a 6 person Forest Service Crew to do work on trails. Ron gave Jeff Liesey (Forest Service) a list of trails that needed work so they could take a look and see which ones needed the most work, no decision at this time.

Fall Delegates will be September 9 -11th at the Rainier Sportsman Club in Rainier, WA.

Nominations will be opened in August and September for the Most Inspirational person in Region 4. Voting will take place at the September 13th Region meeting and trophy presented at Pick Up A Mountain.

The 17th Annual Jeepin’ Nomads swap meet will be held September 11th at Mobile Fleet Service in Yakima, WA 9AM - 3PM. Drive a Jeep to the Swap Meet, the driver gets in free all others $3.00.

A company in Yakima is willing to make banners for a reasonable price. For a banner 3 feet X 5 feet the cost is $68.00, if you order on line. Contact Sue Fate at Abbott’s Printing, Inc. 509-452-8202 right now the turn around time is 7-10 days.

Desert Rats: worked traffic control for Cool Desert Nights and attended and hosted at Trail Jamboree. Still working on plans for the Rubicon Trip in September.

Sand Commandos: some attended Trail Jamboree and some attended a Dog Dock Diving party hosted by Mikki Douglass of the Cle Elum Ranger District to raise money for an 8 year old girl with a rare blood disease, they raised $700 for her. Ed and Randy said it was a fun event.

Hurtin’ Units: some attended Trail Jamboree and they have been working on the Liberty Off Road Shop.

Jeepin’ Nomads: spent three days in the Rim Rock area camping with Roamin’ Chariots and friends. Some attended Trail Jamboree. Half of the club is going to the beach this Friday & Saturday for a few days, they plan to attend the Ahtanum clean-up July 30th, and the first weekend in August they have an overnighter planned.

GOOD OF THE ORDER: Doug Conner (Roamin’ Chariots) is home from 29 days in the hospital.

DOOR PRIZE was won by Ed Massey (Sand Commandos & Hurtin’ Units).

Sande, the Putters have called an official club function for the BLM's Pasco meeting. I inflicted a pretty good dressing down on land matters tonight, and I think I may have gotten their attention...
