NOVEMBER 8, 2011

Director Earl Nettnin (Desert Rats) called the meeting to order at 7:30 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed. No guests were present.

A motion was made by Dave McMains (Hurtin’ Units & Sand Commandos) seconded by Doug Conner (Roamin’ Chariots) to accept the October 11th minutes as printed. Motion passed.

The Treasurer’s report was given by Treasurer, Sande Nettnin (Desert Rats).

COMP: The only thing we have is that they will be participating in the Monster Truck Show in the Tacoma Dome on January 14th, 2012.

WEB Site: We will ask the PNW PR person to put the Region 4 meeting dates for 2012 on the calendar.
Dave McMains (Hurtin’ Units & Sand Commandos) said that he had been led to believe that the new membership program will be up and running by the December Board meeting; Dave said it’s being found out that this program is not as user friendly as we had been led to believe.

CLUB POWER/WE DID IT: Please turn in your paper work to Gary Harting (Desert Rats) so he can get the information turned in giving credit for hours worked etc.

JR JEEPERS: No report turned in.

PR: Nothing to report. Please get information to Kelda Hagemeier (Shindig Wheelers) so she can put the information out to our membership.

Doug Conner (Roamin’ Chariots) reported that the sign is still up at Juniper Dunes stating NO TRESSPASSING even though it’s been announced that it is now a county road. Doug stated that the BLM (Bureau of Land Management) and Franklin County Sheriff were asking for letters of support because they need them to apply for grants for funding to have them patrol that area. Doug said they have a Razor that they are patrolling the area with now. Doug said it seems like Juniper was becoming more of a family friendly area.
Dave McMains (Hurtin’ Units & Sand Commandos) said he didn’t know of any issues in the Moses Lake Area at this time. However, he said that seasonal closures in the Liberty area were in effect on top, but you could still play in the snow at the bottom. Dave said he had received some disturbing news from Merrick Graves (Naches Ranger District, High Country Cruisers & Wandering Willys) that Washington Trails is petitioning to close off the Gallagher & Van Epps areas to motorized users because it’s disturbing the hikers in that area.
TWIG meeting report: There were over 60 people in attendance, the meeting lasted from 7-10:30 PM; all were upset by the possibility of the Forest Service closing trails/roads. The following are a list of hand outs that were shared by the Forest Service: 1. Miles Managed to Standard: Miles of system trail meeting standard. 2. Design Parameters. 3. Trail Class Matrix. 4. The web site for a copy of “A Citizen’s Guide to the NEPA” you can check it out at The meeting started out with Glass Angel Restoration project; we received a letter of decision stating that they found no significant impact so it’s a go. Similar to this is the Dry Ridge Eco-system Restoration coming out in January, presented by Jodi Leingang of the Forest Service. This is in the same area as Glass Angel and here are some things we need to watch out for: White Headed Woodpecker and Northern Spotted Owl Habitat; reduction of roads because the budget won’t handle all the roads; and they want the land to be like it was 200 years ago. All Forest Service speakers were advocating closing of trails/roads. Lots of discussion followed on all issues. Irene Davidson, District Ranger finally said she wants to form a sub committee to discuss the things that were presented at the TWIG meeting and she wants to hand pick a few people who don’t regularly attend the TWIG meetings so they can present their findings at a January TWIG meeting. So where do we go with the Naches District? We continue to write letters, attend meetings, ask questions and keep in their face.
Travel Management Plan should be released in the spring; everything is closed unless posted open. We don’t know if they will have a public comment period or not.
Forest Revision Plan – the comment period ended in September. Their main focus is closing roads and having more Wilderness.
Bureau of Land Management (BLM) has a resource plan similar to the Forest Revision Plan. They are formulating alternatives now. In the winter of 2012 they will publish a notice of availability and have a 90 day public comment period, followed in the spring with a 30 day protest period and provide a 60 day Governor’s Consistency Review. So we have lots to try and keep up with.

A final accounting was given for Pick Up A Mountain. Special thanks to Pam Remley (Shindig Wheelers) and her committee for a job well done.

Nominations were opened for the 2012 Region 4 Officers. Region Director – Earl Nettnin (Desert Rats); Vice Director Ed Massey (Sand Commandos & Hurtin’ Units); Secretary-Treasurer – Sande Nettnin (Desert Rats); Lead Land Matters – Dale Neuman (High Country Cruisers); PR – Kelda Hagemeier (Shindig Wheelers). Nominations closed and will be re-opened again in January and voted then. A question was asked how the officers can do what they do, especially with the economy, family, and all the meetings etc.? Answer they made a commitment to represent Region 4 of the PNW4WDA. Sometimes you have to make a choice, they are doing the best they can, and it would be nice to see some new people involved. It’s nice that the Association picks up some of the expenses involved.

WOHVA’s annual meeting is November 20th – 10 AM at Clover Park Technical College, 4500 Steilacoom Boulevard, Lakewood, WA. They would love to see new faces.

Peak Putters: Steve Richards reported they ran the Naches September 10, October 2 and 15, November 5th they went to Juniper Dunes with Clay Graham’s Yakima Kittitas Forest Watch club and had a good time. They are having their annual “Freeze Your Buns” run Thanksgiving weekend; they have rented the American Ridge Lodge for this, no electricity or water; they used to stay in tents. They hope to have a Christmas Tree run early in December in the Blue Mountains.

Roamin’ Chariots: nothing new to report except they have planned several runs for next year.

Hurtin’ Units: Their Christmas party is planned between Christmas and New Year’s and will probably be held at Liberty Off Road, Kathy Mitchell is in charge of this. Robbie called a “Freeze your Butt Off” run last Friday night to the Pot Holes State Park. They seem to be doing a lot of work on everyone else’s rigs, not their own.

Sand Commandos: They seem to be stagnated because of working on their Haunted House. It was successful but they have been told by the Fire Marshall they can’t have the Haunted House next year in the building where they have had it because there isn’t a sprinkler system in that building. The building is at the Fair Grounds and Ed doesn’t see a sprinkler system being installed anytime soon.

Desert Rats: participated in the West Richland Veteran’s Day Parade November 5th. The after holidays party is scheduled for January 14th.

Door Prize was won by Randy Hayes (Hurtin’ Units).

The PNW needs a Treasurer. If you would like to apply for this position fill out an application and submit it to the PNW Board of Directors on or before the December 3rd Board meeting.

WA State meeting – sometime in January 2012 – date and place to be announced.
Winter Convention – February 10-12, 2012 in Vancouver, WA at Heathman Lodge.
