Default Region 4 minutes January 10, 2012

JANUARY 10, 2012

Director Earl Nettnin (Desert Rats) called the meeting to order at 7:30 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed. Two guests Paul & Angela Hauf were present, they were from a VW club and found out they were not the right meeting, however, since they own a 4X4 they decided to stay for our meeting.

A motion was made by Kelda Hagemeier (Shindig Wheelers) seconded by Ed Massey (Sand Commandos and Hurtin’ Units) that we accept the November minutes as printed, motion passed.

The Treasurer’s report was presented by Sande Nettnin (Desert Rats). Sande handed out a written report; however, she forgot to list a donation of an electronic transfer from Region 4 to the Trail Jamboree’s checking account. Sande will add this to the report and print a new one and include the new one in the file. Also the new revised report will be handed out at the next Region 4 meeting. The Jr. Jeepers advisor Gloria Joralemon (Shindig Wheelers) presented a written report of their funds; she has opened a savings account for them now so they can be in charge of their funds.

COMP REPORT: This coming weekend there is a Monster Truck Show in the Tacoma Dome January 13 – 15 with a barrel racing demo by the PNW.

MEMBERSHIP: No new clubs at this time. Since we have a new membership program on the PNW’s web site, information didn’t get sent out to the clubs regarding membership renewal in November. We have been told that for this year only late fees would not occur until the 31st of March. However, dues must be paid before Winter Convention to allow your delegates to vote at Winter Convention. This new program is still a work in progress so we ask your patience.

PNW WEB Site: covered under the membership report. Pam Remley said she has created a Face Book page for Region 4 because she couldn’t get on the Forum for the PNW’s web site. The page is PNW4WDA Region 4 and Pam Remley and Kelda Hagemeier are the administrators for it.

CLUB POWER/WE DID IT: Chairman Gary Harting (Desert Rats) said he had talked with Kathy Greenwood (PNW’s Club Power/We Did It Chairman & Off Road Animals) she said new forms will be coming at Winter Convention. If your club has a work party or an event please turn in your forms so the hours can be counted.

TRAIL JAMBOREE: Co-Chairmen Sid & Kelda Hagemeier (Shindig Wheelers) reported they are working on making sure the on line registration for Trail Jamboree is going to work this year. They are trying to come up with a theme for the t-shirts for this year’s event. Materials have been prepared for the packets that are handed out to the hosting clubs and they will be contacted soon. Packets will be either mailed out or handed out at Winter Convention to the hosting clubs. Registration begins February 20, 2012 starting at 8 AM. Registration is limited to 100 participants; if you don’t get in be sure to sign up on the waiting list. We always have cancelations. Information can be found on the PNW’s web site as well as Tri-Power. Cost for participants is $185 this includes the driver, one passenger, 4 nights camping, 3 dinners, breakfast on Sunday morning; every packet comes with 2 raffle tickets one is a door prize the other is a major sponsor item. We are working on getting more sponsors, Sid appointed a sponsor chairman and he will be contacting him soon to see how things are going.

JUNIOR JEEPERS: Advisor Gloria Joralemon (Shindig Wheelers) said they do have a web site, but she didn’t now what it was, she will get it to us so we can print it in the minutes. Clay Graham (Yakima Kittitas Forest Watch) said he thought it was a Face Book account as that’s where he had seen it. They now have a savings account. Their next event probably will be the Jim Sprick Park clean-up in April.

PR: Kelda Hagemeier (Shindig Wheelers) said she had nothing to report.

• TWIG meeting is going on as we speak. We will try to get information out to everyone as it comes in; you may be asked to write letters in regards to the closing of our trails etc.
• Travel Management Plan is coming up, if your trail is not on the map it’s going to be closed. A final environmental impact statement and record of decision will be coming on in the spring of 2012; and they hope to have a motor vehicle use map in the fall of 2012.
• Forest Plan Revision is coming up; public comments will be accepted sometime this spring.
• BLM (Bureau of Land Management) has a comment period for their draft with a due date of February 23, 2012. This is on the Eastern Washington San Juan Resource Management Plan.
• BRC (Blue Ribbon Coalition) alert on the Sage Grouse found in 10 western states seems to warrant protection under the Endangered Species Act. They are found in a very small area of Washington State.
• Juniper Dunes – has a county road now. They have had issues with an irrigation pipe line that had to be redesigned. The owners seem to be OK with the redesign of the road and they hope to have the work completed next year. However, the No Trespassing sign is still up. The County has got a Humvee to patrol the area in; should be interesting.
• Blewett Pass Sno-Park expansion in the Cle Elum Ranger District is in the planning stages. Also the proposed re-route of the Bean Creek Hiking Trail.
• Methow Valley Ranger District is proposing to revise the livestock grazing allotment management plans for the Boulder, Goat and Wolf allotments.
• Bald Mountain – Rock Creek/Bald Maintain phase 3 acquisition is complete.
• Grants: The deadline for when Recreation Conservation Fund (RCFB) Grants are due has been changed. Complete information will be posted on their web site in January. We refer to this as NOVA; Jim Putman (The Hombres) has been appointed to this committee. Jim takes the position that was vacated by Arlene Brooks (Green River Valley Jeepers) whose term ended.
• The Oregon State Land matters meeting will be January 14, 2012 at Warn Industries in Milwaukie, OR.
• Flood Repair projects: Coming up this year the 1808 road, 1601, 3100 series of roads on the Cle Elum side up to Horse Camp will be worked on this year; next year the 1700 road, 1501 access to the Little Rattlesnake the short way, 1901 and 3111 to 3115 and the 3300 roads.
• Pileup Creek on the 1900 road has been approved for a Culvert Replacement Project; work will take place sometime during July 15 – August 16.
• Wenas meeting was reported on by Clay Graham (Yakima Kittitas Forest Watch). Clay said they are looking to hire another Game Warden and they had lots of discussion on the Discover Pass.
• Ahtanum State Forest Sno-Park is now called a Winter Recreation Area. DNR has taken over the Sno-Park areas, they are no longer called Sno-Park areas and you have to have a Discover Pass to use the parking area. Plans are in the works to build a non-motorized trail. DNR is also looking for volunteers for their forest watch program; a class is scheduled for next month if enough interest is there; so if you are interested see Clay he has registration forms.
• Beverly Dunes – nothing new to report at this time.
• It was reported that you have to have a Discover Pass to go and see the Elk Feeding station.

Nominations were opened again for Region 4 officers. The following were nominated at the November Region meeting: Region 4 Director Earl Nettnin; Vice Director Ed Massey; Secretary/Treasurer Sande Nettnin; Lead Land Matters Dale Neuman; PR Kelda Hagemeier. There were no new nominations for Region Director, Vice-Director, Secretary/Treasurer, and Lead Land Matters. Kelda withdrew her nomination for PR. Clay Graham was nominated for PR Chairman. A motion was made by Ed Massey seconded by Randy Hayes that we cast a unanimous ballot for Earl, Ed, Sande, Dale and Clay for the officers for Region 4 for 2012, motion passed.

The WA State meetings were canceled for this year. Information will be discussed at the state caucus during Winter Convention. None of our land coordinators have heard from our WA ST Executive Director regarding a land use meeting, so Earl asked that they submit a report to him for the area’s they handle if they are not planning to attend Winter Convention and he will read it during the state caucus in February at Winter Convention.

PUAM: Chairman Pam Remley said she was looking for help with the following: the Saturday night pot-luck- Desert Rats; Kids- Gloria Joralemon; corn shucking; door prizes, breakfast Sunday morning; trail cleaning assignments; t-shirt sales; and announcing. Lots of discussion followed; please let Pam know how you can help. We are planning to have a schedule that will be handed out when you sign in at Pick Up A Mountain. Discussion followed on having some seed money available to Pam for PUAM. Sid Hagemeier made a motion seconded by Randy Hayes that we allocate funds in the amount of $1000 to Pam for PUAM, motion passed. Pam will keep receipts and turn them in to the Treasurer. The
secretary read a note of thanks to Region 4 from Pam for all the help with last years PUAM.

If you are holding an event and need the PNW Insurance you must get your information to Carol Jensen our PNW Insurance person by the end of January.

Director Earl Nettnin reminded everyone that Olympia is in session so BEWARE.

We have a speaker for Winter Convention this year and it’s WA Land Commissioner Peter Goldmark.

Club Reports were dispensed with because time ran out.

Door Prize was won by Gary Harting.
