Default Region 4 minutes - April 10, 2018

REGION 4 MINUTES
APRIL 10, 2018
Ephrata, WA

Director Earl Nettnin (Desert Rats) called the meeting to order at 7:35 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed.

GUESTS: Mikki Douglass from the Cle Elum Ranger District.

MINUTES: A motion was made by Randy Hayes (Columbia Basin Sand Commandos) seconded by Dale Neuman (High Country Cruisers) that we approve the March minutes; motion carried.

TREASURER'S REPORT was given by Sande Nettnin (Desert Rats), we have no outstanding bills.

COMP: The race is scheduled for May 12 & 13 at the Pomeroy Memorial Motocross Track in Tieton, WA has been canceled. The race schedule has been posted on line.

MEMBERSHIP: The PNW is revising the Membership duties so you will see a by-law change along with some others that will be voted on at Fall Delegates. These proposals will be printed in Tri-Power so you will have time to read them over and be able to vote at Fall Delegates in September.

CLUB POWER/WE DID IT: Chairman Gary Harting (Desert Rats) was not present tonight. He sends the PNW We Did It/Club Power and Quill Power Chairman paper work for all events and letters submitted to him. Be sure to turn in paper work to Gary. Angela Holm (Happy Campers) is the PNW's contact person now. At the Board meeting we were asked to update the list of on going projects that had been previously approved. We need to remove from Region 4 – Jim Sprick Park Clean-up. A question was asked why we were removing the Jim Sprick Park Clean-up; answer – the new park board felt they were losing money by giving us a discount in the fee for using the park. So we felt if we didn't get a discount why should we spend a weekend cleaning up the park for them. We had done this for 17 years and had gotten the park looking really good. We had done all kinds of maintenance work at the park as well as painting, repairing buildings, pruning, mowing and burning all the ground fall limbs, pine cones, etc. Until the PNW had come along and got the park cleaned up they never rented it out to anyone but us. However, the new park board decided they had a real money maker for their community now and so we said fine we'll pay full price to use the park and not participate in their clean-up. We will ask the Board to approve the Juniper Dunes Clean-up. This list will be approved by the Board at the June Board meeting,

JR. JEEPERS: We still need someone to take this on. If interested contact Sande Nettnin 783-6481.

PUAM: This year's dates are September 14-16, 2018. A check for seed money was sent to Alicia Palachuk (Shindig Wheelers), she has received it. The fee to secure our date has also been paid. This will be our 10th year. Alicia will be putting out a list of the help she needs.

TRAIL JAMBOREE: This year's dates are July 4-8. Registration for participants opened March 1st. There will be a host teleconference meeting April 25th call in info will be out soon. The last we heard they needed help with Food, Tech, Trail Hosts, Camp Hosts, Entertainment, Front Gate, and Ladies Run. Fees are the same as last year. Duane Klusman (El Dorado Dust Devils) is in charge of the Trail Hosts, 253 226-5354. If you would like to help get a hold of Adrian and Melissa Valliere at 503-310-0852 or TrailJamChair@pnw4wda.org.

PR: Chairman Jim Hall (Jeepin' Nomads) will send out information on activities and land matters, etc. If you have something you want sent out, contact Jim at his email jimh@fairpoint.net; or cell phone 509-969-9905 or his home phone 509-697-8724. We have a new person on the PNW Board in charge of PR her name is Diana Stafford (Cascade 4X4, Overbored Racing and County Line Offroad).

The RTP (Recreational Trails Program and CRT (Coalition for Recreational Trails) needs our help. They are asking for letters of support as well as wanting organizations to become involved. The NOHVCC (National Off-Highway Vehicle Conservation Council) are actively advocating continuing RTP and growing the program. We need to let congress, our state governors and/or legislators know the importance of keeping this program.

LAND MATTERS
TRAVEL MANAGEMENT PLAN – still on hold, a work in progress.

NACHES COLLABORATIVE - LITTLE CROW: The Huckleberry logging will start this spring, we were told there are no timber restrictions on size of the trees.. Apparently the Little Crow has not been signed off yet by the Forest Supervisor. The Little Naches working group will have a meeting June 5th. The HEM (Human Ecology Maping) that was to take place in June will not happen as there is no personnel to do this.

TAPASH STAKEHOLDDERS MEETING will be held Tuesday, May 15, 2018 at the Hal Holmes Center, 209 N. Ruby Street, Ellensburg, WA from 9 AM – 4 PM . If you plan to attend, you need to sign up as lunch is provided and they need to know how many to prepare for. The agenda and sign up forms will be out soon. Ron Rutherford (Jeeping Nomads) will make a presentation on motorized recreation. Also on Wednesday, May 16, 2018 a field trip will be held to look at active projects in the Manastash-Taneum area.

TRAIL PARTNERS have an on going project – signage is needed to be put up. Lumber was donated and 54 signs were made and will be put out. Discussion followed as to just how good wooden signs will stand up. They can't be put out until June 15th as trails aren't open until then.

TWIG (Trails Wilderness Interest Group) met April 3, 2018. A map of the logging activities was handed out. There will be no logging on the weekends. Lost Meadows and the North Fork of the Little Naches will receive 500 logs dumped by helicopter in the river for fish habitat. Bats at Boulder Cave are becoming a problem. They have white nose disease and this is found only back east and Eastern Washington. They plan to put rugs down and things to scrape your feet to try and help from spreading the disease. The bridge on the 1913 is to be replaced with a fiberglass bridge, letters of comment are requested on this project. We need this bridge so please send a comment letter before April 30, 2018. Blue Mountain Forest Plan is still a work in progress. It was supposed to be done in the fall of 2017.

JUNIPER DUNES: A field trip with Bureau of Land Management (BLM) and Eastern Washington RAC to show them the fence line along the wilderness and other things on March 21st. was very successful. John Thompson and Dave Linten (Midnite Mudders) and some others of their club long with Earl Nettnin and Doug Conner were among the group taking them around. The next day a meeting of the Eastern Washington Resource Advisory Council was held and John Thompson and Dave Walters (Peak Putters) attended. Lots of discussion on their trip to Juniper Dunes took place. Construction on the new road should start this fall giving us legal public access.

SWAUK PINE – nothing to report.

Milk Creek Re-Route – After June 15th work will begin.

GREEN DOT MEETING: The Washington Department of Fish and Wildlife (WDFW) along with the Washington Department of Natural Resources (DNR) hosted a public meeting on Thursday, March 22nd in Selah, WA to discuss changes to the “Green Dot” road management in south central Washington. Results of this meeting are since we don't have any agreements with private property owners there will not be any green dot roads on private property. New maps will be out May 1st on paper and on line and you must know where you are at.

TEANAWAY Community Forest Recreation Planning Community meeting April 12, 2018 from 6:30-8:30 PM at the Putnam Centennial Center, 719 East 3rd Street, Cle Elum, WA. Following a brief presentation, attendees will have an opportunity to share input with agency staff at listening stations. Additional information can be found on the Teanaway Community Forest Recreation planning web page. You are encouraged to attend to have a show of support for motorized recreation.

WENAS – DNR had their last public meeting. There will be a work party May 5th – meet at BBQ Flats at 9:30 AM to sign in. Jobs to be worked on – Green Dot Roads sign repair, litter pick up and maintenance/litter pick up at BBQ Flats and Cascade Park. Hours worked can be applied to your Discovery Pass.

OLD BUSINESS
CABELA'S SHOW AND SHINE OR MEET & GREET - March 24th from 11 AM – 3 PM at Cabela's in Union Gap. We had a table there to hand out PNW information. It was very successful and Cabela's provided lunch for everyone and 3 trophy's and 3 $50 gift certificates to the winners. We had 31 Jeeps/ 4X4's on display. The weather was a little windy and cool but no rain. Cabela's indicated this was just the first one and they hope to make it an annual affair. Thanks to Ron Rutherford's club (The Jeeping Nomads) for taking the lead on this. We also had 2 Forest Service people bring Jeeps.

NEW BUSINESS
We are putting together a list of friends working with Region 4 from DNR, BLM, Forest Service etc who would like to receive the Tri-Power. Somehow the list got deleted so if you know of someone who would like to have a copy of the Tri-Power sent to them get their name and address to the Region Director Earl - ASAP.

April 14th cleanup at Juniper Dunes hosted by the Midnite Mudders, sign up is from 8-9 AM meet at Smith Canyon.

April 21st the Moses Lake Sand Dunes cleanup hosted by the Columbia Basin Sand Commandos meet at 9 AM
to sign in. Meet at Competition Hill or the 2nd dumpster.

Ahtanum Short Cut - now known as North Fork Short Cut is complete and we will have a dedication of the trail May 12th meet at 11 AM at the Ahtanum Snow Park, bring your lunch. A motion was made by John Thompson (Midnite Mudders) seconded by Ed Massey (Columbia Basin Sand Commandos) that the Region purchase a sheet cake, plates and forks to help celebrate; motion carried.

CLUB REPORTS
Desert Rats – Sande Nettnin reported some attended the Cabela's show and shine. Some will participate in the Juniper Dunes clean-up April 14th some may attend the Moses Lake Sand Dunes cleanup April 21st some will attend the Liberty work party before Memorial Day and some will launch Sprint Boats at St. John June 6th.

High Country Cruisers – Dale Neuman said they plan to be at the Liberty work party starting May 20th.

Columbia Basin Sand Commandos - Ed Massey said they plan to attend the Juniper Dunes cleanup this weekend and the next weekend the Moses Lake Sand Dunes Cleanup They are getting ready for the Memorial Day work party at Liberty.

Wenatchee Mountain Masters – Lynn Kirk said they are working on their rigs and hoping to have a snow run the end of the month, they are looking to have some kind of celebration this fall as their club is 50 years old. They are hoping to find some of their past members. Some of them will attend the Liberty Work Party in May.

Midnite Mudders – John Thompson said their Juniper Dunes cleanup will be this weekend and they are busy getting ready for it.

Trail Seekers – Skip Frans said 2 of their members went to Cabela's show and shine and had a great time. He is getting ready to go to Moab. Skip will attend the meeting April 12th in Cle Elum. Some will attend the work party in Liberty.

GOOD OF THE ORDER
Mikki Douglass's husband Al Rente wanted to know if the attendees at the Liberty work party wanted him to bring his famous chili one night – answer YES. Al will bring chili on Tuesday night. We will supply other things like bread, veggie tray and desserts. Mikki also wanted to know if we would help her put out trail counters that belong to Cle Elum on the 319 trail. Mikki also said she would like help with rebuilding some bridges. Discussion followed on what was needed.
