REGION 4 MINUTES
Pasco, WA August 13, 2019 Vice Director Skip Frans (Trail Seekers) called the meeting to order at 6:30 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed. Special guest tonight was our PNW WA Executive Director Lisa Chissus (The Hombres). Vice Director Skip Frans informed the delegates he had received a letter of resignation August 1st from our Region 4 Director John Thompson and Region Secretary Tamara Thompson. Skip met with them and picked up all the materials and according to our region by-laws we need to nominate and elect a new Region 4 Director and Secretary tonight. Skip asked for patience as he's never ran a meeting before, under new business we will have elections. MINUTES: Our July meeting was canceled due to most everyone being at Trail Jamboree. Skip asked for approval of the June 11, 2019 minutes. Ron Rutherford (Jeeping Nomads) presented the following corrections: Ron attended the first Tapash meeting for the Ahtanum/Rimrock . A group is being formed to study the DNR (Department of Natural Resources) and FS (Forest Service) land for improved forest health in these areas. As of June 20, 2019 Ron Rutherford has ended his position on the Little Naches Steering Committee. He has been involved for the past 6 years. With his departure this position is open and no one is representing motorized recreation in the Little Naches. The position can be any motorized person. Ron said he was asked why he was giving up his position and he said it's time for a new batter at the plate. Ron also said he's the same old guy with the same face and same ideas and we need some fresh ideas at the table representing motorized. Also the dates for the Milk Creek Re-route was incorrect, it was the 28th and 29th of June not the 27th and 28th. A motion was made by Gary Harting (Desert Rats) seconded by Dave McMains (The Hurtin' Units) that we accept the June minutes as corrected; motion carried. TREASURER'S REPORT was given by Treasurer Skip Frans. Skip said the bill for the port-a-potty for the work party in June was paid, we had approved up to $200 for competition shirts and they submitted a bill for $36 and it was paid also our fee for Jim Sprick Park for PUAM (Pick Up A Mountain) has been paid. COMP REPORT: No report was turned in. Nominations opened for 2020 Competition Chairmen for Region 4. Kevin and Terry Mohan (Nitty Gritty) were nominated. Dave McMains made a motion seconded by Earl Nettnin (Desert Rats) that we cast a white ballot for Kevin and Terry as our 2020 Region 4 COMP Chairmen; motion carried. MEMBERSHIP: Nothing to report at this time. No new clubs at this time. CLUB POWER/WE DID IT: Chairman Gary Harting (Desert Rats) said he had not received any paper work since the Liberty work party in May. Gary said he had not received anything from Trail Jamboree. Paper work will be coming from the Milk Creek Work Party. JR JEEPERS: We still need a person to take this on. PICK UP A MOUNTAIN: We got a grant from Extreme Terrain. Money was received and deposited, and we have a box of product to hand out. Trail Seekers has taken this on, Les and Peggy Thomas will be chairmen. Pam Remley has moved to the other side of the mountains and had to step down. Flyers were handed out tonight for t-shirt orders, they need to be mailed in by August 28, 2019. LAND MATTERS Travel Management – is on hold (What a surprise) Trail Partners – nothing to report – no meetings have been held. Juniper Dunes – the new road is finished. Hopefully they will have a dedication soon, as we have a certificate of appreciation to give to the commissioner who was very helpful in getting this done. Swauk Pine – is being implemented and when the timber sale is complete we will get to have a new trail that was walked in and approved by the ranger. So we will have some work to do there. Moses Lake Sand Dunes – Dave McMains and Ed Massey (Columbia Basin Sand Commandos) said nothing new to report, only that they were being patrolled on a regular basis. Dave also said that Ryan Haring, the ORV Deputy had been inducted into membership in the Hurtin' Units. WOHVA- our representative Dave Walters (Tri-Cities Peak Putters) has had surgery and will be out of commission for awhile. Dave sends out lots of information on WOHVA's activities. We wish him a quick recovery. Fire Closures – Skip said he had not heard of any closures, but the 1701 and 1702 roads have been closed due to fires. Ron Rutherford said he had not received word that they are open yet. Ron Rutherford said he had attended a meeting in June on a new study area that's come into focus that had about 100 pages of information, i.e. Little Naches, Tapash, forest health and things that fall under that, and recreation. They haven't decided when the next meeting will be, the Ahtanum Tieton is what they are calling the Tapash, so we will need someone to start going to monthly meetings representing recreation. Ron said he had been notified of the June meeting 3 days before the meeting and if he had not attended recreation would have been left out. He said he had read through all the paper work and our concerns were listed. We need to get someone on the committee representing recreation. Ron will let us know when the next meeting will be so we can have someone at the table. OLD BUSINESS Volunteer hours on the Milk Creek project was 531. A letter and certificate of appreciation was sent to all who participated in the project. Lisa Chissus said she would like to share that with other region land managers as something that we could do to recognize our volunteers. Ron said he would let Jim Hall (Jeeping Nomads) know that we need to get something written up for Tri-Power about the Milk Creek re-route. NEW BUSINESS Nominations opened for most Inspirational in Region 4. Ron Rutherford was nominated, nominations closed and will re-open again in September and be voted on then with the trophy presented at PUAM. Election of Region 4 Director and Secretary. Nominations for Region 4 Director opened. Skip Frans was nominated; Skip accepts the nomination; hearing no further nominations they closed. Nominations opened for Region Secretary, Symon Ball (Trail Seekers) was nominated; he accepts the nomination, hearing no further nominations they closed. Being that Skip was Vice Director and Treasurer, this opens up 2 more positions. Nominations opened for Vice Director, Earl Nettnin and Gary Harting were nominated, they said they would share the duties; hearing no further nominations they closed. Nominations opened for Treasurer, Dave McMains was nominated; he accepts the nomination; hearing no further nominations they closed. These positions are all for the remainder of 2019. A motion was made by Ron Rutherford, seconded by Ed Massey to cast a unanimous ballet for Skip, Symon, Earl, Gary and Dave for the positions listed above; motion carried. UPCOMING EVENTS Summer Convention August 16-18, 2019 hosted by County Line Offroad at Ethel Fall Delegates September 14, 2019 hosted by Region 3 at the Moose in Longview 9 AM PUAM September 20-22, 2019 stage at Jim Sprick Park on HWY 410 Off Road Expo canceled for 2019 per Region 1 minutes due to significant logistical issues with the proposed venue, and no good solutions. CLUB REPORTS Desert Rats – Gary Harting reported they hosted at Trail Jamboree as well as some helped with Tech inspection, some attended the Milk Creek Re-Route, some had a run to Rimrock, they will help launch Sprint Boats at St. John August 24th. Columbia Basin Sand Commandos – Ed Massey reported one of their club went to Trail Jamboree. They plan to attend PUAM and serve Sunday breakfast. Ed said due to health issues they haven't done a lot. Lee Creiglow went to Fernley, NV and participated in a desert run. Hurtin' Units – Dave McMains reported they went to Trail Jamboree some were hosts some were participants. They went rafting the Yakima River from Ellensburg to Rosa Dam. They have several new members and have a family moving to Jackson, Missouri. They are making plans to go to Moab next year. One of their members was head cook at Trail Jamboree, and Labor Day they plan a trip to Liberty, after that working on Jeeps. Jeeping Nomads – Ron Rutherford reported the 4th weekend in June was their Nomad camp out at Rimrock, the Roamin' Chariots joined them. They worked on the Milk Creek Trail Project the end of June. July some went and picked up a trail counter in the Ahtanum. July 6th they ran Mud Springs/Clover Springs. Ron hosted with the Flat Fenders only group at Trail Jamboree. In the middle of July they went to Louie Way Gap and put up some signs at an intersection and found a couple of trails that had not had any use for years. August 12th went up to Conrad Meadows to the 1000 road checking out some camping areas. Peak Putters – Dave Connell reported they went to Liberty over the 4th of July and participated in the parade. They helped with the gate as well as hosted at Trail Jamboree and they plan to do it again next year. They have a member who is down at the Rock Crawl Roundup. They plan to go to PUAM. Trail Seekers – Skip Frans reported he hosted with Cascade 4X4's at Trail Jamboree. They had a run to Cooper Mountain, had a run from Liberty to Bee Hive with some new people, they have 2 new members and 4 potential members. They plan to attend PUAM. They are having a work party to work on a couple of Jeeps. GOOD OF THE ORDER Next two Region 4 meeting dates will be: September 10, 2019 Ephrata, WA at Time Out Pizza 7:30 PM October 8, 2019 Selah, WA at Magic's Pizza 7:30 PM Lisa Chissus reminded us to submit names for the Kathy Sterner Award, she handed out paper work and asked that we get it to her 30 days following the event. McMains had a wedding, their son Darek got married. Earl and Sande Nettnin have a brand new great grandson Dean William Tate born August 5th. Ron Rutherford said the Forest Service is looking to fix some wooden structure crossings and when a date is set they will notify him and he will see about getting some volunteers to help. Skip Frans will have both his knees replaced August 14th. We wish him a speedy recovery.
