Default Region 4 minutes October 8, 2013

OCTOBER 8, 2013

Director Earl Nettnin (Desert Rats) called the meeting to order at 7:30 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed. No guests were present.

MINUTES: Dave McMains (Hurtiní Units & Sand Commandos) made a motion seconded by Sandy Millspaugh (Hurtiní Units) that we accept the September 10, 2013 minutes as printed; motion carried.

TREASURERíS report was given by Sande Nettnin (Desert Rats). We have some outstanding bills to pay, one is for the COMP t-shirts; we have the bill but donít know who to make the check out to, Sande will check with Terri Mohan again. The other bill is for the dumpster for Pick Up A Mountain.

COMP: Racing season is finished so itís rebuilding time.

MEMBERSHIP: Nothing to report at this time.

PNW WEB SITE: No comment at this time. However check it out as the Tri-Power is in 3-D now as well as the old format.

CLUB POWER/WE DID IT: Chairman Gary Harting (Desert Rats) said he has not seen the paper work for Pick Up A Mountain yet. He had heard that some people had been at Rim Rock and he was wondering if he should try to contact them to get their numbers. We donít believe they were PNW members.

JR JEEPERS: Kids had a great time at Pick Up A Mountain and Advisor Teia Ireland (Yakima Kittitas Forest Watch) had some really terrific prizes and wonderful games that were enjoyed by all.

PR: Clay Graham (Yakima Kittitas Forest Watch) is doing a great job getting information out. If you need to get information out send it to Clay and heíll take care of it. Thanks Clay.

Doug Conner (Roaminí Chariots) reported nothing new on Juniper. Doug had attended a State Transportation meeting in the Tri-Cities where Matt Rasmussen Franklin County Engineer spoke, he is optimistic they will have funding by 2016 to have public access to Juniper Dunes. The dunes are open and they seem to have quite a crop of goat heads/tack weeds all over. Earl reported that he had seen an article in the paper stating 2.2 million for the road access now. Matt said they have to put that on the agenda to show that the grant is still active.

Dave McMains (Hurtiní Units & Sand Commandos) reported that the Sand Scorpions (a non PNW club) had their clean up at the Moses Lake Sand Dunes to clean up what they call the Yellow Zone. That area is only open from July to October. The culvert that was washed out at Buck Meadows has been replaced. The trail system is closed - Quartz Creek trail, Shoestring trail; you can go in from Manastash Campground up to Tri-Pod Flats but you canít turn right to go into Region 4 Meadows. The fires in the Cle Elum area did a lot of damage; lots of discussion followed about what will need to be done next spring to get our trails open. Dave said the Ranger had wanted to look at that territory where the fire was, but since they pulled the plug on everyone Dave hasnít taken her out yet.
Dave said he had seen some pictures of the Tanum and a guy on a bike didnít get to Four Corners because of the snow. This was posted on Facebook.

Talks are still on going in the Wenas area. The Nelli Restoration Project is closing 3 miles of Forest System Roads; and decommissioning 26.4 miles of Forest System Roads. They plan to have chemical control of invasive plants on 1,180 acres. The comment period is past on this.
The Flood repair - 1808 Road is finished and the road is now open since 1997. The 1700 Road decision of notice is out; they had quite a number of appeals on it so none of the 1700 road systems will happen this year that includes Milk Creek and Gold Creek; however, the Rock Creek Road should be repaired by now. The 1702 Road has a categorical exclusion and no appeals so that should have been started and finished by now, this took 2 years just to get it going. The 1605 Road behind Clover Springs was estimated to be open by September 15th. The 1501 Little Rattlesnake access - signed by Irene Davidson, District Ranger - Alternative #1 is to decommission and shut down, but the appeal period will not start until January 2014. The Legal Notice for this decision will be published in the Wenatchee World newspaper in early January 2014 to allow the appeal period to be outside the holiday season. Any appeals sent before the publishing of the legal notice in the Wenatchee World will not be accepted. Only individuals or organizations who submitted comments by the close of the comment period (May 24-June 24, 2013) on the Environmental Assessment, specified in 36 CFR 215.6, may appeal this Decision.

Reminder that all trails in the CleElum area where the fires were will not be open this year, we will have our work cut out for us next spring to get them cleared and open and that will not happen before Memorial Day.

Ron Rutherford (Jeepiní Nomads) was asked to represent motorized at a meeting with Fish & Wild Life on September 24th - on their agenda was a bunch of closures from Fish & Wild Life on the 1701 Road System. Which is Bald Mountain right out of Jim Sprick Park; Fish & Wild Life has ownership of every other section up there. We have not heard the results of this meeting; however we are against any closures.

Discussion followed on driving Quads on Forest Service Roads. In Washington State they are not allowed at this time. However, several states allow it, so maybe it wonít be long before they can here. Dirt bikes present a bigger problem for enforcement, as they need to be street legal too.

Adopt A Trail program seems to be working, Josh Wesselius (Ridge Runners) said they had just been on their trails they had adopted - Gray Rock and Divide Ridge and had no problems.

Mike Balboni is the new Okanogan-Wenatchee Forest Supervisor. He replaces Becky Heath.

Merrick Graves is planning to retire after next year. He is looking for a replacement; however he has a replacement for him, his name is Nate Jackson, but he needs to find someone to replace Nate, so if you are interested give Merrick a call he is looking to put together a good working team.

Ron Rutherford (Jeepiní Nomads) was voted the most inspirational person in Region 4 for 2013. Ron puts in a lot of time for the Region attending various meetings, work parties and serving on several committees. The trophy was presented at Pick Up A Mountain.

Data Counter was discussed at Fall Delegates and more information will be presented to the Board at the December Board meeting to see if they might present it to the delegates at Winter Convention.

Swap Meet Ė delegates were to take this back to their clubs to see if there was any interest in having a Region 4 swap meet. Discussion followed again and delegates are to take it back to their clubs and bring back info to the November Region meeting.

Pick Up A Mountain - We hope to break even, not all the bills have come in yet. Sandy Millspaugh (Hurtiní Units) said they were thanked by some trail users from the community for what we were doing. Dave McMains (Hurtiní Units & Sand Commandos) said they had received a nice thank you from Region 4 for stepping up and supplying stoves and propane when the equipment at Jim Sprick Park failed. The grill was like trying to cook something with a Bic lighter that was running out of fluid. Randy Hayes (Sand Commandos) did a fantastic job running the Corn Shucking contest for both the kids and adults. The weather was great and everyone seemed to have a great time.

Copper City work party Ė September 27-29, 2013, one bridge was built by the water fall, they cut down- fall and moved material from the trail head and it rained everyday they were there and when the snow started flying they called the work party over. They were afraid they might do more resource damage. This trail was adopted by the Hombres out of Region 2. They would like to have the work party earlier in the fall so they arenít fighting the elements.

Nominations will be open in November for Region 4 officers for 2014, be thinking about running for an office. Your Region Director and Secretary have held these offices for about 14 years so itís time for someone else to step up and enjoy all the fun.

Our Washington State Executive Director Jim Putman (The Hombres) announced he would have one state meeting on January 11, 2014 in Yakima, WA, place to be announced at a later date.

Desert Rats Ė our delegates attended the Fall Delegates meeting. We attended Pick Up A Mountain and had a couple candidates with us. We helped the Dust Dodgers with the Motor Cycle Grand Prix at Rim Rock and also had candidates with us who were impressed with how things went. Gary said he has probably lost his Jeep now that he taught his grandson how to drive it. We also will participate in the West Richland Veteranís Day Parade November 9th.

Sand Commandos Ė attended Pick Up A Mountain and need to fix rigs.

Roamin Chariots Ė had nothing to report

Hurtiní Units Ė attended Pick Up A Mountain, had three broken rigs at Liberty, had a couple from the other side of the mountains come over and run with them and did a bunch of mowing in the upper meadow by Minerís Camp. They will have their annual December Christmas Party and hope to have some snow runs.

Ridge Runners - the weekend before Pick Up A Mountain they had a run out in the Ahtanum, some went to Pick Up A Mountain, and last weekend Joshís wife and some others went to the Easton Jeep Races, very muddy. They are working like crazy on their property.

Earl Nettnin (Desert Rats) is looking for a trailer wheel.
Dave McMains (Hurtiní Units & Sand Commandos) is having neck surgery again December 11th .
A question was asked if we could share any information on the Law Suit, yes it has not been officially filed in court so at this time itís just a bunch of words on paper. However, papers were served to our legal registered agent for the PNW4WDA.

Next two meeting dates for Region 4 will be:
November 12, 2013 in Selah, WA at Magicís Pizza
No December meeting
January 14, 2014 in Pasco, WA at Dougí shop
